Purpose of Program: The purposes of this program are to (1) help address State-identified needs for personnel preparation in early intervention, special education, related services, and regular education to work with children, including infants, toddlers, and youth, with disabilities; and (2) ensure that those personnel have the necessary skills and knowledge, derived from practices that have been determined through scientifically based research, to be successful in serving those children.

Background
The Department of Education is issuing a notice inviting applications for new awards for fiscal year (FY) 2023 for Personnel Development to Improve Services and Results for Children with Disabilities—Preparation of Early Intervention and Special Education Personnel Serving Children with Disabilities who have High-Intensity Needs, Assistance Listing Number (ALN) 84.325K. The purposes of this program are to help address State-identified needs for personnel preparation in early intervention, special education, related services, and regular education to work with children, including infants, toddlers, and youth, with disabilities; and ensure that those personnel have the necessary skills and knowledge, derived from practices that have been determined through scientifically based research, to be successful in serving those children.

Grant Details
The priority of this grant is the preparation of early intervention and special education personnel serving children with disabilities who have high-intensity needs. The purpose of this priority is to prepare scholars who are fully credentialed to serve children with disabilities who have high-intensity needs. The Department will fund high-quality projects that prepare early intervention and special education personnel at the bachelor’s degree, certification, master’s degree, or educational specialist degree levels for professional practice in a variety of education settings. The priority also aims to increase the number and improve the quality of personnel, including multilingual personnel and personnel from racially and ethnically diverse backgrounds.

Eligibility Requirements
The eligibility requirements include preparing scholars in early intervention and special education at the bachelor’s degree, certification, master’s degree, or educational specialist degree levels for professional practice in a variety of education settings. Projects may include individuals who are not funded as scholars but are in degree programs that are cooperating with the grantee’s project.

Period of Performance
Applications will be available from April 19, 2023. The deadline for transmittal of applications is June 13, 2023. The period of performance will be up to 60 months.

Eligible Applicants: Eligible applicants are IHEs and private nonprofit organizations.Note: If you are a nonprofit organization, under 34 CFR 75.51, you may demonstrate your nonprofit status by providing: (1) proof that the Internal Revenue Service currently recognizes the applicant as an organization to which contributions are tax deductible under section 501(c)(3) of the Internal Revenue Code; (2) a statement from a State taxing body or the State attorney general certifying that the organization is a nonprofit organization operating within the State and that no part of its net earnings may lawfully benefit any private shareholder or individual; (3) a certified copy of the applicant’s certificate of incorporation or similar document if it clearly establishes the nonprofit status of the applicant; or (4) any item described above if that item applies to a State or national parent organization, together with a statement by the State or parent organization that the applicant is a local nonprofit affiliate.
