Background
The U.S. Department of Labor's Employment and Training Administration (ETA) is issuing this Unemployment Insurance Program Letter (UIPL) to provide states with instructions for requesting continued workload-based administrative funding for Mixed Earners Unemployment Compensation (MEUC) under the CARES Act.

The goal of this funding is to support state workforce agencies in administering various unemployment compensation programs, including Pandemic Emergency Unemployment Compensation (PEUC), Pandemic Unemployment Assistance (PUA), Federal Pandemic Unemployment Compensation (FPUC), and MEUC, following the expiration of original CARES Act grants.

Grant Details
States must follow specific instructions to apply for ongoing workload-based administrative funding for the four CARES Act programs. This includes submitting a new SF-424 form for each program, providing detailed workload reporting, and ensuring proper allocation of costs across UC programs.

States are required to report on program activities, retain claims data, detect and recover overpayments, and address ongoing audits. The UIPL outlines that states must continue to process and pay benefits to eligible individuals under these programs as per the signed Agreement with the Secretary of Labor.

Administrative funding calculations will be based on reported workload activities such as initial applications, weeks claimed, appeals disposed, and monetary redeterminations.

Eligibility Requirements
Eligible applicants include State Workforce Agencies that administer unemployment compensation programs as defined in 3306(j)(1), FUTA (26 U.S.C. 3306(j)(1)). States must have signed an Agreement with the Secretary of Labor in March 2020 to administer the CARES Act UC programs.

Period of Performance
The period of performance for these grants will begin July 1, 2024, or 90 days prior to the start of the quarter in which the first award is made, and will end December 31, 2025.

The total value of the grant is not specified; however, states may determine their estimated funding based on previous administrative earnings reported through ETA forms over specified periods.
