Description

Maintenance Assistance Program (MAP) funding is used to support, develop, improve and institutionalize infrastructure maintenance practices in the seven insular areas. Activities will support maintenance training to extend the life of island infrastructure, ensure the safety of maintenance technicians, and/or increase the capacity of island infrastructure, promote economic growth, ensure the safety of maintenance technicians, and/or increase the capacity fog infrastructure to withstand extreme events; this includes training of maintenance technicians that increases knowledge and awareness of measures to be taken to protect infrastructure, including from tropical weather impacts.
Background
The Office of Insular Affairs (OIA) is issuing the Maintenance Assistance Program (MAP) funding opportunity to support, develop, improve, and institutionalize infrastructure maintenance practices in the seven insular areas. The program aims to enhance the capacity of island infrastructure, promote economic growth, and ensure the safety of maintenance technicians. This includes training that increases knowledge and awareness of protective measures against tropical weather impacts.

Grant Details
MAP funding will support activities including: 1) Maintenance training to extend the life of island infrastructure; 2) Ensuring safety for maintenance technicians; 3) Increasing infrastructure capacity to withstand extreme events; 4) Providing temporary expertise (management and technical); 5) Funding specialized vehicles, equipment, and tools; 6) Supporting maintenance-related programs/systems; 7) Conducting maintenance-related analysis/studies; 8) Minor renovations and critical repairs to infrastructure. Ineligible costs include new construction, salaries of existing employees, routine operating expenses, food or meals, and vehicles primarily used for personnel transport.

Eligibility Requirements
Eligible applicants include non-federal entities such as local government agencies in American Samoa, Guam, Northern Mariana Islands, U.S. Virgin Islands, hospitals/health centers, institutions of higher education, and non-profit organizations whose projects benefit the seven insular areas. The program does not fund judicial or legislative branches of local governments or countries supporting terrorism subject to U.S. sanctions.

The anticipated project start date is October 1, 2025, with an end date of September 30, 2029.

Eligible applicants are non-federal entities such as local government agencies (including utilities) in the territories of American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands, and in the Freely Associated States which are the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau; hospitals/health centers, institutions of higher education and any non-profit organizations whose projects directly benefit one or more of the seven insular areas in accordance with Federal regulations contained in the Code of Federal Regulations Title 2, Part 200 "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards" or 2 CFR 200. Per 2 CFR 200.444, OIA cannot provide funding to the Judicial or Legislative branches of local governments. Please see the Application Package Checklist.
