Purpose of Program: The purpose of this program is to provide competitive grants, including cooperative agreements, to, or enter into contracts with, eligible entities to expand and improve the provision of vocational rehabilitation (VR) and other services authorized under the Rehabilitation Act of 1973 (Rehabilitation Act) or to further the purposes and policies in sections 2(b) and (c) of the Rehabilitation Act by supporting activities that increase the provision, extent, availability, scope, and quality of rehabilitation services under the Act. Under the Rehabilitation Act, the Rehabilitation Services Administration (RSA) Commissioner is authorized to make grants to, and enter into contracts with States and public or nonprofit agencies and organizations (including institutions of higher education (IHEs)) to support projects that assist state and other agencies in providing VR and other services to individuals with disabilities to maximize their employment, independence, and integration into the community and the competitive labor market, and provide training and technical assistance designed to assist in increasing the numbers of, and upgrading the skills of, qualified personnel (especially rehabilitation counselors) who are trained in providing VR services as well as other services authorized under the Rehabilitation Act.

Background
The Office of Special Education and Rehabilitative Services (OSERS) within the U.S. Department of Education is issuing a grant opportunity aimed at enhancing vocational rehabilitation (VR) services as authorized under the Rehabilitation Act of 1973.

The purpose of this program is to provide competitive grants to eligible entities to expand and improve the provision of VR services, thereby maximizing employment, independence, and integration for individuals with disabilities into the community and labor market.

Grant Details
The grant will fund the establishment of a National Vocational Rehabilitation Technical Assistance Center (NVRTAC) which will provide intensive training and technical assistance to State VR agencies.

Key tasks include:
1. Implementing best practices for engagement and achieving Competitive Integrated Employment (CIE).
2. Developing effective program and fiscal policies for delivering pre-employment transition services.
3. Conducting performance evaluations and quality assurance improvement activities.
4. Providing technical assistance on financial management systems.
5. Developing relationships with policymakers to enhance visibility and support for VR programs.
6. Conducting strategic planning to address challenges in service delivery.
7. Offering training on assistive technology integration and career pathways education.
8. Establishing an advisory committee comprising individuals with disabilities and representatives from various stakeholders.

Eligibility Requirements
Eligible applicants include states, public or private nonprofit agencies, organizations, Indian Tribes, and institutions of higher education that can demonstrate capacity in providing vocational rehabilitation services.

Period of Performance
The project period for this grant is up to 60 months.

Grant Value
The estimated available funds for this grant are $6,000,000, with a maximum award not exceeding $6,000,000 for a single budget period of 12 months.
