Purpose of Program: The GAANN Program provides grants to academic departments and programs of institutions of higher education (IHEs) to support graduate fellowships for students with excellent academic records in their previous programs of study who demonstrate financial need and plan to pursue the highest degree available in their course of study at the institution.

Background
The Office of Postsecondary Education (OPE) is issuing a notice inviting applications for new awards for fiscal year (FY) 2024 for the Graduate Assistance in Areas of National Need (GAANN) Program, Assistance Listing Number 84.200A. The GAANN Program provides grants to academic departments and programs of institutions of higher education (IHEs) to support graduate fellowships for students with excellent academic records in their previous programs of study who demonstrate financial need and plan to pursue the highest degree available in their course of study at the institution.

Grant Details
The program includes one absolute priority, two competitive preference priorities, and one invitational priority. The absolute priority is Graduate Assistance in Areas of National Need. The competitive preference priorities include applications from new potential grantees and promoting equity in student access to educational resources and opportunities. The invitational priority is projects designed to increase the number of low-income students in graduate fellowships.

Eligibility Requirements
Eligible applicants include any academic department of an IHE that provides a course of study leading to a graduate degree in an area of national need and has been in existence for at least four years at the time of an application for a grant under this competition. Eligible applicants may apply alone or in partnership with one or more eligible nondegree granting institutions that have formal arrangements for the support of doctoral dissertation research. Cost sharing or matching is required, with an institutional matching contribution equal to at least 25 percent of the grant amount received.

Period of Performance
The period of performance for the grant is up to 36 months.

Grant Value
The estimated available funds are $20,479,535, with an estimated range of awards from $112,102 to $448,408 based on an average of 2 to 8 federally funded fellowships.
The minimum and maximum award amounts are $100,000 and $750,000 respectively.
The estimated average size of awards is $336,306 based on an average of 6 Federal GAANN fellowships requested per grant application.

(b) Eligible applicants may apply alone or in partnership with one or more eligible nondegree granting institutions that have formal arrangements for the support of doctoral dissertation research.Note: A formal arrangement under paragraph (b) is a written agreement between a degree-granting institution and an eligible nondegree granting institution whereby the degree-granting institution accepts students from the eligible nondegree granting institution as doctoral degree candidates with the intention of awarding these students doctorates in an area of national need. Note: A school or department of divinity is not eligible for a grant. Note: Students are not eligible to apply for grants under this program.
