Purpose of Program: The purpose of the SCTAC grant program is to advance the mental health and well-being of early learners (as defined in this notice), school-age children and youth, and educators and other school staff, by making grants to State educational agencies (SEAs) to provide technical assistance and capacity building to high-need local educational agencies (LEAs) (as defined in this notice).

Background
The Office of Elementary and Secondary Education (OESE) is issuing a notice inviting applications for fiscal year (FY) 2024 for new awards for the Stronger Connections Technical Assistance and Capacity Building (SCTAC) grant program. The purpose of the SCTAC grant program is to advance the mental health and well-being of early learners, school-age children and youth, and educators and other school staff.

Grant Details
The SCTAC program is designed to build State Educational Agencies' (SEAs) capacity to address the particular needs of high-need Local Educational Agencies (LEAs) in their State. It encourages projects that provide technical assistance and capacity building to high-need LEAs to address chronic absenteeism, increase student engagement, and improve school belonging. The program also supports mental health, well-being, and academic development of early learners through activities such as increasing access to social, emotional, and mental health supports, reducing barriers to access for underserved students, and building strong partnerships among parents, families, caregivers, social service organizations, mental health care personnel, personnel providing services to students served under section 619 of the Individuals with Disabilities Education Act (IDEA), and community-based organizations serving pre-kindergarten, kindergarten, and early grade students.

Eligibility Requirements
The SCTAC grant program is open to State Educational Agencies (SEAs) to provide technical assistance and capacity building services to high-need Local Educational Agencies (LEAs).

Period of Performance
Applications are available from June 26, 2024. The deadline for transmittal of applications is August 26, 2024. The deadline for intergovernmental review is October 24, 2024.
