Purpose of Program: MSAP, authorized under title IV, part D of the Elementary and Secondary Education Act of 1965, as amended (ESEA), provides grants to local educational agencies (LEAs) and consortia of LEAs to create or revise magnet schools under required or voluntary desegregation plans.

Background
The Magnet Schools Assistance Program (MSAP), authorized under title IV, part D of the Elementary and Secondary Education Act of 1965, provides grants to local educational agencies (LEAs) and consortia of LEAs to create or revise magnet schools under required or voluntary desegregation plans. The purpose of the program is to assist LEAs in the desegregation of schools by providing financial assistance for the development, implementation, and expansion of magnet school programs that will assist LEAs in achieving systemic reforms and providing all students the opportunity to meet challenging State academic standards.

The Office of Elementary and Secondary Education is issuing a notice inviting applications for fiscal year (FY) 2024 for the Magnet Schools Assistance Program (MSAP), Assistance Listing Number 84.165A. The program provides grants to local educational agencies (LEAs) and consortia of LEAs to create or revise magnet schools under required or voluntary desegregation plans. The competition includes two absolute priorities, six competitive preference priorities, and one invitational priority. Applicants may choose to address one or more of Competitive Preference Priorities 1–4 for up to a total of 13 additional points, depending on how well the application meets one or more of the priorities. Applicants that apply under Absolute Priority 2 may choose to address one or more of Competitive Preference Priorities 1–6 for up to a total of 25 additional points, depending on how well the application meets one or more of the priorities.

Eligibility Requirements
Under Absolute Priority 1, an applicant must demonstrate that it does not have an active grant under the program from which it seeks funds. Under Absolute Priority 2, an applicant must demonstrate that it has an active grant under the program from which it seeks funds.

Period of Performance
Applications are available starting March 14, 2024. The deadline for Notice of Intent to Apply is April 29, 2024. The deadline for transmittal of applications is May 13, 2024. The period of performance will be determined based on the specific project proposed by each applicant.
