Purpose of Program: The purpose of the Demonstration Grants for Indian Children program is to provide financial assistance to projects that develop, test, and demonstrate the effectiveness of services and programs to improve the educational opportunities and achievement of preschool, elementary, and secondary Indian students. Notice of Intent to Apply: The Department will be able to review grant applications more efficiently if we know the approximate number of applicants that intend to apply. Therefore, the Assistant Secretary strongly encourages each potential applicant to notify us of their intent to submit an application for funding. To do so, please email David.Emenheiser@ed.gov with the subject line ``Intent to Apply,'' and include the following information: 1. Applicant's name, mailing address, and phone number; 2. Contact person's name and email address; 3. A defined local geographical community to be served; 4. Name(s) of partnering LEA(s) or BIE-funded school(s); 5. Names of partnering tribe(s) or TEA(s); and 6. If appropriate, names of other partnering organizations. Applicants that do not submit a notice of intent to apply may still apply for funding; applicants that do submit a notice of intent to apply are not bound to apply or bound by the information provided. Pre-Application Webinar: The Department intends to hold a pre-application Webinar designed to provide technical assistance to interested applicants. 1. Eligible Applicants: Eligible applicants for this program are State educational agencies; LEAs, including charter schools that are considered LEAs under State law; Indian tribes; Indian organizations; BIE-funded schools; Indian institutions (including Indian IHEs); or a consortium of any of these entities. An application from a consortium of eligible entities must meet the requirements of 34 CFR 75.127 through 75.129, including the requirement to include a signed consortium agreement with the application. Letters of support do not meet the requirement for a consortium agreement. Applicants applying in a consortium with or as an Indian organization must demonstrate that they meet the definition of ``Indian organization'' in 34 CFR 263.20. The term ``Indian institution of higher education'' means an accredited college or university within the United States cited in section 532 of the Equity in Educational Land-Grant Status Act of 1994 (7 U.S.C. 301 note), any other institution that qualifies for funding under the Tribally Controlled College or University Assistance Act of 1978 (25 U.S.C. 1801 et seq.), and Dine College (formerly Navajo Community College) authorized in the Navajo Community College Assistance Act of 1978 (25 U.S.C. 640a et seq.).
