Purpose of Program: The purpose of the PIM grant program is to identify, support, and rigorously evaluate evidence-based and innovative strategies and activities to improve and modernize career and technical education (CTE) and ensure workforce skills taught in CTE programs funded under the Carl D. Perkins Career and Technical Education Act of 2006, as amended by the Strengthening Career and Technical Education for the 21st Century Act (Perkins V), align with labor market needs.

Background
The Office of Career, Technical, and Adult Education (OCTAE), Division of Academic and Technical Education (DATE) is offering the Perkins Innovation and Modernization (PIM) Grant Program for Career-Connected High Schools. The purpose of the grant program is to identify, support, and evaluate evidence-based and innovative strategies and activities to improve and modernize Career and Technical Education (CTE) programs funded under the Carl D. Perkins Career and Technical Education Act of 2006, as amended by the Strengthening Career and Technical Education for the 21st Century Act (Perkins V). The program seeks to build capacity among secondary education, postsecondary education, and workforce development systems to expand access to career-connected high school programs for more students.

Grant Details
The grant program has an estimated available funds of $24,250,000 with an estimated range of awards from $1,100,000 to $1,475,000 for each 12-month project period. The estimated average size of awards is $1,300,000 for each 12-month project period. The estimated number of awards is 10-20. The project period is up to 36 months with potential for renewal of up to an additional 24 months. The Secretary may extend a grant awarded under this section for up to 2 additional years if the grantee demonstrates improved education outcomes for CTE students. Eligible entities include institutions such as LEAs, IHEs, educational service agencies, or nonprofit organizations in partnership with LEAs or IHEs.

Eligibility Requirements
Eligible entities must comply with the regulations in 34 CFR 75.127 through 75.129 which address group applications. Grantees may award subgrants to directly carry out project activities described in its application to IHEs, LEAs, non-profit organizations, qualified intermediaries, or SEAs. Applicants from rural communities must meet specific requirements outlined in section 114(e)(5) of Perkins V.

Period of Performance
The period of performance is up to 36 months with potential for renewal of up to an additional 24 months.

Rural Applicants: To qualify as a rural applicant under section 114(e)(5)(A) of Perkins V, an applicant must meet Absolute Priority 3.Note: For the purposes of meeting the statutory rural set-aside, an applicant must meet the requirements as listed above and provide the necessary locale codes in its grant application.
