This Notice of Intent (NOI) is for informational purposes only; the Department of Energy is not seeking comments on the information in this notice and applications are not being accepted at this time. Any information contained in this notice is subject to change. This is a Notice of Intent to Issue a Notice of Funding Opportunity number DE-FOA-0003490; titled, Carbon Capture Research and Development and Front-End Engineering Design Studies for Power Generation and Industrial Point Sources. Carbon capture and storage (CCS) is one of many approaches critical to significantly reducing domestic and global carbon dioxide (CO2) emissions. However, the energy and capital cost associated with state-of-the-art carbon capture systems represent a barrier to meaningful deployment. Development, testing, and analysis are required to generate expansive data sets that can be used to minimize cost, validate performance, and minimize environmental risks while scaling up carbon capture processes to commercially relevant scales. Efforts sought under this NOFO will build upon and expand research and development that DOE has invested in since 2009 to support achievement of emissions reduction targets.
Background
The Department of Energy (DOE) National Energy Technology Laboratory (NETL) intends to issue a Notice of Funding Opportunity (NOFO) No. DE-FOA-0003490 on behalf of the Office of Fossil Energy and Carbon Management (FECM) in the 2024 calendar year. This initiative is part of Executive Order 14008, which aims to tackle the climate crisis while empowering American workers and businesses to lead a clean energy revolution.

The goal is to achieve a carbon pollution-free power sector by 2035 and set the United States on a path to a net-zero economy by 2050. Carbon capture and storage (CCS) is critical for significantly reducing domestic and global carbon dioxide emissions, but high energy and capital costs hinder deployment. This NOFO seeks to build upon research and development efforts that DOE has invested in since 2009 to support emissions reduction targets.

Grant Details
The anticipated NOFO will focus on five Areas of Interest (AOIs):

- AOI-1 involves engineering-scale testing of transformational carbon capture technologies at natural gas power generation and industrial facilities, including three subtopics: AOI-1A for industrial facilities, AOI-1B for natural gas electric generation facilities, and AOI-1C for existing test facilities.

- AOI-2 focuses on enabling technologies for carbon capture systems, with subtopics on atmospheric chemistry/dispersion modeling and development/testing of supporting processes.

- AOI-3 emphasizes testing low-cost, high capture efficiency systems for electricity generation and industrial facilities.

- AOI-4 involves preliminary front-end engineering design studies for flexible carbon management systems.

- AOI-5 covers FEED studies for oxygen-driven hydrogen production pre-commercial pilot scale systems.

Eligibility Requirements
A minimum of 20% non-Federal cost sharing will be required for all Areas of Interest. Team-oriented approaches are encouraged, with support services related to environmental performance, safety, and technical assistance expected to be performed by qualified individuals or organizations.
