New Jail Planning Initiative

Background
The U.S. Economic Development Administration (EDA) is focused on establishing a foundation for long-term job growth and building durable regional economies throughout the United States. This initiative emphasizes innovation and regional collaboration as key economic drivers, encouraging partners to develop initiatives that address rapidly evolving economic conditions.

The current grant opportunity is a continuation of Cooperative Agreement award 23JD13GLP1, aimed at enhancing EDA’s grants management system through the acquisition of Salesforce licenses.

Grant Details
The Contractor shall provide Salesforce Agentforce licenses or equivalent Salesforce licenses that are comparable in functionality to the current licenses held by the Agency under the Government’s Salesforce Enterprise Agreement. The scope includes:
- Public Sector Foundation: 250 licenses for grants management, license & permit management, inspection management, and emergency program management.
- Customer Community: 1542 licenses for advanced sharing and delegated administration.
- Data Storage: Additional storage for 10GB of Salesforce Objects (annual).
- File Storage: Additional storage for 1TB of attachments and CRM content (annual).
- Government Cloud Plus: 1 license for hosting on US Government Cloud with support by cleared US citizens.
- Sandbox (Partial Copy): 1 license for safe coding and testing environment (annual).
- Salesforce Shield: 1 license for compliance and security enhancements (annual).

Eligibility Requirements
Eligible applicants include organizations capable of providing the required Salesforce licenses and services as outlined in the grant details. Specific preferences may be given to contractors with prior experience in federal contracts or those who can demonstrate capability in managing similar projects.

Period of Performance
Base period from October 27, 2025, to April 26, 2026, with an option period from April 27, 2026, to April 26, 2027.
