This publication constitutes a Broad Agency Announcement (BAA) as contemplated in the Department of Defense Grants and Agreements regulations (DoDGARS) 22.315(a). A formal Request for Proposals (RFP), solicitation, and/or additional information regarding this announcement will not be issued.

On behalf of the Naval Sea Systems Command (NAVSEA) Warfare Centers, Naval Surface Warfare Center Dahlgren Division is soliciting research of interest in support of the Naval Engineering Education Consortium (NEEC). Topics of interest can be found in the announcement.

Background
This publication constitutes a Broad Agency Announcement (BAA) as contemplated in the Department of Defense Grants and Agreements regulations (DoDGARS) 22.315(a). On behalf of the Naval Sea Systems Command (NAVSEA) Warfare Centers, Naval Surface Warfare Center Dahlgren Division is soliciting research of interest in support of the Naval Engineering Education Consortium (NEEC).

Grant Details
The BAA is open only to colleges and universities. Topics of interest include research areas such as college & university student capstone and senior research projects, ground penetrating radar, active reflect array, post-quantum cryptography standards, security operations center tools assessment, hypersonics capability development, quantum computing & sensing, hypersonic weapons advancement, intelligent automation, information superiority, directed energy, energetic materials for rocket motors and warhead performance, theoretical modeling and simulation of detonation zones within a rotating detonation engine, ocular biomarkers for exposure to biological and chemical warfare agents, human performance in extreme environments with quantifiable metrics, mathematical models and/or reproducible operational assessments,

additive manufacturing for rapid maintenance on damaged radar and communication systems,

liquid antenna system development for propagating radio waves in various sea states,

and personalized and immersive education pedagogy focused on modern maritime corrosion awareness.

Eligibility Requirements
All responsible sources from academia may submit proposals under this BAA. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are highly encouraged to submit proposals. Federally Funded Research & Development Centers (FFRDCs), Navy laboratories and warfare centers as well as other Department of Defense and civilian agency laboratories are not eligible to receive awards under this BAA. University Affiliated Research Centers (UARCs) are also not eligible to submit proposals under this BAA.

Period of Performance
Full Proposal Due: 30 October 2023 Eastern Daylight Time 11:59pm.

The funded amount and period of performance of each proposal selected for award may vary depending on the research area and the technical approach to be pursued by the Offeror selected.

Awards made from this BAA plan to be approximately $100k to $150k total for the base year with two 12-month option years.
