This publication constitutes a Broad Agency Announcement (BAA) as contemplated in the Department of Defense Grants and Agreements regulations (DoDGARS) 22.315(a). A formal Request for Proposals (RFP), solicitation, and/or additional information regarding this announcement will not be issued.

On behalf of the Naval Sea Systems Command (NAVSEA) Warfare Centers, Naval Surface Warfare Center Indian Head Division is soliciting research of interest in support of the Naval Engineering Education Consortium (NEEC). Topics of interest can be found in the announcement.

Background
This publication constitutes a Broad Agency Announcement (BAA) as contemplated in the Department of Defense Grants and Agreements regulations (DoDGARS) 22.315(a). On behalf of the Naval Sea Systems Command (NAVSEA) Warfare Centers, Naval Surface Warfare Center Indian Head Division is soliciting research of interest in support of the Naval Engineering Education Consortium (NEEC).

Grant Details
The BAA is open only to colleges and universities. The topics of interest include the development of certificate programs, system identification utilizing Natural Language Processing, research related to adaptive networks for dynamic spectrum and spatial environments, intelligent automation, hypersonic weapons advancement, information superiority, directed energy, novel energetic materials and systems, development and characterization of novel materials, investigation and analysis of low Global Warming Potential Refrigerants, secure directional communication bubble between transmitter(s) and receiver(s) using magnetic induction, additive manufacturing validation methods, data taxonomy modeling for naval logistic operations, data analysis and visualization tools exploration, algorithms to process data generated by in-situ monitoring systems during metal powder bed fusion additive manufacturing builds produced by metal 3D printers, and decentralized predictive capabilities for supply chain risk management.

Eligibility Requirements
All responsible sources from academia may submit proposals under this BAA. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to submit proposals.

Period of Performance
Full Proposal Due: 15 October 2022 Eastern Daylight Time 11:59pm.
The funded amount and period of performance may vary depending on the research area and technical approach. Awards made from this BAA plan to be approximately $100k to $150k total for the first year with two option years.

Grant Value
The amount of resources made available to this BAA will depend on the quality of the proposals received and the availability of funds. If funded for three years, the totals would generally be $300k to $450k.
