Background
The Department of the Army, Fort Worth District, Corps of Engineers is offering a cooperative agreement for Natural Resources Support at Edwards Air Force Base (EAFB) to members of the Cooperative Ecosystem Studies Units (CESU) Program Region(s) identified. The award will be made upon mutual agreement and acceptance of the terms and conditions contained in the request for proposal and the recipient’s CESU Master Agreement. The project will be awarded under the authority of 16 USC 670c-1, Sikes Act, prioritizing award to Federal and State agencies responsible for the conservation or management of fish or wildlife.

Grant Details
The work requires on-site support for a large field project at Edwards AFB to implement the Integrated Natural Resources Management Plan (INRMP). Support will include invasive species removal and monitoring, wetlands support, tri-colored black bird support, and native plant restoration.
The anticipated period of performance is one 18-month base period (12 months from award date + 6 months administrative for onboarding/preparation plus analysis and reporting). The tasks include managing habitat at Branch Memorial Park Pond to sustain habitat for tricolored blackbirds, constructing an inflow concrete aggregate apron at BMPP pipe inflow, extending the outflow pipe, installing a flow meter, and purchasing/installing a Tee pipe inline on the outflow pipe. Additionally, there are tasks related to managing invasive species base-wide through surveys, assessments, and treatment.

Eligibility Requirements
Applicants must be a member in one of the following Cooperative Ecosystem Studies Units Regions: Californian/Colorado Plateau.
Responses to this Request for Statements of Interest will be used to identify potential organizations for this project.

Period of Performance
The base period of agreement will extend 18 months from date of award.

Grant Value
$1,124,617.00 is expected to be available to support this project for the base period. Additional funding may be available to the successful recipient for optional tasks and/or follow-on work.
