Description

The National Center for Benefits Outreach and Enrollment (NCBOE) which provides technical assistance to States, AAAs, and other community service providers to provide outreach and benefits enrollment assistance, particularly to older individuals with greatest economic need, for federal and state programs. The NCBOE (i) maintains and updates web-based decision support and enrollment tools and integrated, person-centered systems designed to inform older individuals about the full range of benefits for which the individuals are eligible; (ii) utilizes cost-effective strategies to find older individuals with greatest economic need and enroll the individual in the programs for with they are qualified; (iii) creates and supports efforts for Aging and Disability Resource Centers (ADRCs), and other public and private state and community-based organizations, including faith-based organizations and coalitions, to serve as benefit enrollment centers for the programs; (iv) develops and maintains an information clearinghouse on best practices and cost-effective methods for finding and enrolling older individuals with greatest economic need; and (v) provides training and technical assistance on effective outreach, screening, enrollment and follow-up strategies.
Background
The National Center for Benefits Outreach and Enrollment (NCBOE) is part of the Administration for Community Living (ACL) and provides technical assistance to States, Area Agencies on Aging (AAAs), and community service providers. Its mission is to enhance outreach and benefits enrollment assistance, particularly for older individuals with the greatest economic need, for federal and state programs. The NCBOE aims to increase access to healthcare and contribute to chronic disease prevention for Medicare enrollees.

Grant Details
The NCBOE is tasked with several key responsibilities:
1) Maintain and update web-based decision support and enrollment tools designed to inform older individuals about available benefits;
2) Utilize cost-effective strategies to identify and enroll older individuals with the greatest economic need in relevant programs;
3) Create and support Aging and Disability Resource Centers (ADRCs) as benefits enrollment centers;
4) Develop an information clearinghouse on best practices for outreach and enrollment;
5) Provide training and technical assistance on effective outreach, screening, enrollment, and follow-up strategies.

The grant will fund one cooperative agreement up to $15 million per year over a three-year project period.

Eligibility Requirements
Eligible applicants include domestic public or private non-profit entities such as state and local governments, Indian tribal governments, faith-based organizations, community-based organizations, hospitals, and institutions of higher education. There is no cost-sharing or matching requirement.

Period of Performance
The project period is set for 36 months, divided into three 12-month budget periods.
