NIST MEP is seeking applications from eligible applicants to enter into a cooperative agreement to operate an MEP Center in one of the following states: Texas, Tennessee, New Hampshire, Oklahoma, Michigan, Virginia, Connecticut, North Carolina, Oregon, Colorado, and Indiana. The MEP Center will provide manufacturing extension services to small and mid-sized manufacturers (SMMs) and will become part of the MEP National NetworkTM, which consists of 51 MEP Centers located in every State and Puerto Rico, and over 1,440 trusted advisors and experts at approximately 460 MEP service locations.

Background
The National Institute of Standards and Technology (NIST) Hollings Manufacturing Extension Partnership (MEP) Program is a nationwide network aimed at enhancing the competitiveness of U.S. manufacturers.

The MEP Center State Competition seeks applications to establish and operate an MEP Center in specific states, providing manufacturing extension services to small and mid-sized manufacturers (SMMs). This initiative is part of the MEP National Network™, which includes 51 centers across all states and Puerto Rico, offering access to resources that help manufacturers improve productivity and competitiveness.

Grant Details
The selected applicants will operate an MEP Center in one of the following states: Texas, Tennessee, New Hampshire, Oklahoma, Michigan, Virginia, Connecticut, North Carolina, Oregon, Colorado, or Indiana.

The MEP Center will provide comprehensive manufacturing extension services tailored to the needs of local manufacturers. Key tasks include: establishing an Oversight Board or Advisory Committee; managing budget execution; implementing policies; overseeing human resources; and executing strategic planning and project management functions. The operator must ensure accountability for all functions essential to the successful operation of the MEP Center.

Eligibility Requirements
Eligible applicants include U.S.-based nonprofit institutions, institutions of higher education, state or local governments, tribal governments, or consortia thereof.

Applicants must demonstrate good standing if they are operators of incumbent MEP Centers that have received financial assistance for ten consecutive years. Individuals and unincorporated sole proprietors are not eligible to apply.

Period of Performance
The initial award period is five years with a potential for an additional five years based on performance and funding availability.

NIST anticipates funding one cooperative agreement in each state listed above. The anticipated federal funding for each award varies by state:
