Description

The Maternity Group Home (MGH) program provides safe, stable, and appropriate shelter only for pregnant and/or parenting youth ages 16 to under 22 and their dependent child(ren) for 18 months and, under extenuating circumstances, up to 21 months. Service providers must accommodate for the needs and safety of the dependent children to include facility safety standards for infants and children on the premises. MGH services include, but are not limited to, parenting skills, child development, family budgeting, and health and nutrition education, in addition to the required services provided under the Transitional Living Program to help MGH youth realize improvements in four core outcome areas. The MGH combination of shelter and services is designed to promote long-term, economic independence to ensure the well-being of the youth and their child(ren).
Background
The Maternity Group Home (MGH) program is administered by the Administration for Children and Families (ACF), specifically the Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB). The program aims to provide safe, stable, and appropriate shelter for pregnant and/or parenting youth who are 16 to less than 22 years of age and their young families who are experiencing homelessness. The program is authorized under title III, part B, section 321 of the Runaway and Homeless Youth Act (34 U.S.C. 11221). The goal of the MGH is to promote long-term economic independence and stability to ensure the well-being of youth and young families through supportive services.

Grant Details
The MGH program requires recipients to provide safe, stable, and appropriate shelter for pregnant and/or parenting youth who are 16 to less than 22 years of age and their young families who are experiencing homelessness for a period not to exceed 540 days, or in exceptional circumstances 635 days. Recipients must develop an adequate plan to ensure proper referral of homeless youth to social service, law enforcement, educational, vocational, training, welfare, legal services, and health care programs.

Eligibility Requirements
Public (state, local, tribal) and private nonprofit entities including faith-based organizations are eligible to apply for a RHY Program grant. Priority will be given to public and non-profit private agencies that have experience in providing shelter and services to youth experiencing homelessness and their young families. For-profit organizations are not eligible. Faith-based organizations may apply for this award on the same basis as any other organization without discrimination based on religious character or affiliation.

Period of Performance
The project period is a 36-month project period with three 12-month budget periods. The anticipated project start date is 09/30/2022.

$6,889,381 is the estimated total funding available for this opportunity with an expected number of awards being 28. The award ceiling is $250,000 per budget period with an average projected award amount of $175,000 per budget period.

Eligible applicants include public and non-profit private agencies and coordinated networks of such entities. For-profit organizations are not eligible. Private institutions of higher education must be non-profit entities. In selecting eligible applicants to receive grants under this funding announcement, priority will be given to public and non-profit, private agencies that have experience in providing services to runaway, homeless, and street youth. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
