The purpose of the Local Partners for Orphans and Vulnerable Children project is to support local Nigerian civil society partners to improve the accessibility and quality of services for children orphaned and made vulnerable by HIV/AIDS in Nigeria through: the improvement of the systems and structures at communities, local government authorities and states for providing responsive quality care, protection and support services for vulnerable children and their households in selected Nigerian states; improvement of the organizational and technical capacity of local Nigerian partners and other local providers to offer services to vulnerable children and families; and facilitating local Nigerian civil society partners to engage more effectively with local government and private partners. The proposed activity will constitute a key component of USAID/Nigeria s program for vulnerable children, and work closely with existing PEFPAR partners, other HIV programs and the Nigerian Government to address gaps in programming for this population using evidence-based practices and approaches.The Local Partners for OVC will be implemented through three separate awards by three implementing partners: (1) Award One: Oyo, Lagos, Ekiti and Ondo; (2) Award Two: Anambra and Imo; and (3) Award Three: Ebonyi and Cross river. The Local Partners for OVC initiative will be made directly to local partners to continue a direct investment in local partners and also continue provision of care and support services to vulnerable children and their households.

Locally-registered Nigerian Non-governmental organizations (NGOs), community-based organizations, foundations, professional associations, non-profit organizations and for-profit organizations willing to forego profit. Faith-based and community organizations that fit the criteria above are also eligible to submit applications. To be eligible to apply, the applicant must meet the following requirements: •Be registered and incorporated under the Nigerian laws; •Have its principal place of business in Nigeria; •Be majority owned by individuals who are citizens or lawful permanent residents of Nigeria or be managed by a governing body, the majority of whom are citizens or lawful permanent residents Nigeria; and •Not be controlled by a foreign entity or by an individual or individuals who are not citizens or permanent residents of Nigeria.
