Description

The Centers of Biomedical Research Excellence (COBRE) program supports the establishment and development of innovative biomedical and behavioral research centers at Institutional Development Award (IDeA)-eligible institutions through awards for three sequential five-year phases. The purpose of the COBRE Phase 2 award is to strengthen successful COBRE Phase 1 centers established in Phase 1 through further improvements to research infrastructure and the continued development of a critical mass of investigators with shared scientific interests who are able to compete effectively for independent research funding and further improvements to research infrastructure at the institution.
Background
The Centers of Biomedical Research Excellence (COBRE) program supports the establishment and development of innovative biomedical research centers at Institutional Development Award (IDeA)-eligible institutions through awards for three sequential five-year phases. The purpose of the COBRE Phase 2 award is to strengthen successful COBRE Phase 1 centers established in Phase 1 through further improvements to research infrastructure and the continued development of a critical mass of investigators with shared scientific interests who are able to compete effectively for independent research funding.

The Phase 2 award will also provide further improvements to research infrastructure at the institution.

Grant Details
To submit a Phase 2 application in response to this FOA, the applicant institution must have an active COBRE Phase 1 award and have established the necessary infrastructure to support research in the area of the Center. The COBRE Phase 2 program seeks to continue the development of a critical mass of investigators who can compete effectively for independent, external research funding. The Phase 2 award will provide research support and mentoring to faculty investigators as well as enhancements of the institution’s research infrastructure to facilitate research in the Center’s scientific area.

Applicant institutions should demonstrate their continued commitment to the COBRE program goals by investing in the recruitment and support of the Center’s investigators and the long-term sustainability of the research infrastructure.

Eligibility Requirements
Only COBRE Phase 1 Centers supported by an active award, including those in a no-cost-extension, are eligible to apply. RPLs must qualify as either NIH Early Stage Investigators (ESIs) or as New Investigators (NIs). They must also hold independent multi-year faculty appointments (or equivalent at research institutes) and be leading their own research programs.

Period of Performance
The project period is limited to five years.

Application budgets must not exceed $1.5 million in annual direct costs, excluding consortium facilities and administrative (F&A) costs.
