Description

The purpose of this Notice of Funding Opportunity (NOFO) is to transition the core resources and biomedical research activities of Centers of Biomedical Research Excellence (COBRE) into independence and sustainability.
Background
The National Institutes of Health (NIH) established the Institutional Development Award (IDeA) program in 1993 to build biomedical research capacity in states with historically low NIH grant funding success rates. The Centers of Biomedical Research Excellence (COBRE) awards support research capacity building at IDeA-eligible organizations through the establishment and development of innovative biomedical research centers of excellence for up to three sequential five-year phases.

Grant Details
The COBRE Phase 3 award will provide continued support to solidify successfully established research programs and infrastructure built in prior COBRE phases and to implement strategies to sustain the organization's research excellence in the Center’s scientific area beyond COBRE funding.

The applicant organization institution must have an active COBRE Phase 2 award on the submission due date. The award will include an Administrative Core, Research Core(s), and a Plan for Enhancing Diverse Perspectives (PEDP).

The Administrative Core will manage the Center's operation, administer a required Pilot Projects Program, assist in recruiting faculty researchers, prepare progress reports, manage the budget, and coordinate scientific and career development activities. The Research Core(s) may support enhancements to existing Cores or propose new Cores essential to support anticipated research needs. The PEDP is required as part of the application and should provide a holistic view of how enhancing diverse perspectives is supported throughout the application.

Eligibility Requirements
Only recipient organizations with active COBRE Phase 2 Center awards on the application due date are eligible to apply. Foreign institutions are not eligible to apply.

Applicant organizations must complete and maintain several registrations including System for Award Management (SAM), NATO Commercial and Government Entity (NCAGE) Code, Unique Entity Identifier (UEI), eRA Commons, and Grants.gov. Any individual with the skills, knowledge, and resources necessary to carry out the proposed research as the Program Director(s)/Principal Investigator(s) (PD(s)/PI(s)) is invited to work with his/her organization to develop an application for support.

Period of Performance
The project period is limited to 5 years.

Grant Value
Application budgets must not exceed $750,000 in annual direct costs, excluding consortium facilities and administrative (F&A) costs. The number of awards is contingent upon NIH appropriations and the number of meritorious applications submitted.
