Dear Prospective Applicants:

The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement rapid response assistance programming in addressing urgent emerging crises or opportunities related to justice and rule of law, human rights, and security sector reforms in USAID presence as well as non-presence countries. The applicable Catalog of Federal Domestic Assistance (CFDA) number is 98.001, USAID Foreign Assistance for Programs Overseas. Please refer to Section A (Program Description) for a complete statement of goals and anticipated results.

USAID intends to make an award to the applicant(s) who best meets the objectives of this funding opportunity based on the merit review criteria described in this Notice of Funding Opportunity (NOFO) subject to a risk assessment. Eligible parties interested in submitting an application are encouraged to read this NOFO thoroughly to understand the type of program sought, application submission requirements and selection process.

For the purposes of this Notice of Funding Opportunity (NOFO) the term "Grant" is synonymous with "Cooperative Agreement"; "Grantee" is synonymous with "Recipient"; and "Grant Officer" is synonymous with "Agreement Officer". Eligible organizations interested in submitting an application are encouraged to read this funding opportunity thoroughly to understand the type of program sought, application submission requirements and merit review process.

Grant Details
The program aims to support an entity or entities whose mission includes a focus on responding to urgent and unmet needs and opportunities in the technical areas of justice, human rights, and security when responses are needed in weeks. The activity will strengthen and supplement locally-led efforts to respond to threats and opportunities, including support to JRS defenders, advocacy efforts, analysis, legal action, awareness raising, oversight over processes or institutions, and protection efforts for justice, rights and security in the countries where it works.

Period of Performance
The period of performance for rapid response assistance activities generally ranges from 6-12 months with activities that generally range from $200,000-$400,000 and don’t exceed $500,000.

Grant Value
Historically, DRG rapid response assistance activities ranged in funding level based on complexity, duration, cost of operation, and scale but generally ranged from $200,000-$400,000 and didn’t exceed $500,000.

This cooperative agreement will support rapid response assistance activities worldwide.
