Impaired driving is a leading contributor to motor vehicle crash fatalities and injuries. Data show many of these fatalities involve drivers who drank to BACs of .15 and above and or are repeat offenders. Changing the behavior of these high-risk drivers is an important component towards making future improvements in reducing recidivism, and ultimately fatalities and injuries caused by impaired driving. This program will provide training to both DWI Court teams and Judges presiding over impaired driving cases in non-DWI Courts to improve outcomes in adjudication and post-adjudication processes/treatment to reduce recidivism.

The purpose of this Agreement is to deliver and improve judicial training and develop tools for use by the DWI court field, as well as judges presiding over DUI cases in non-DWI Courts. The judicial training focuses on elements of DWI courts that a judge can use effectively to reduce impaired driving recidivism including screening and assessment, therapeutic alliance skills, individualized sentencing, and motivational interviewing.

Background
The National Highway Traffic Safety Administration (NHTSA) is issuing this grant opportunity to address impaired driving, a leading cause of motor vehicle crash fatalities and injuries. Many fatalities involve high-risk drivers, particularly those with blood alcohol concentrations (BACs) of .15 and above or repeat offenders.

The goal of this program is to change the behavior of these high-risk drivers through judicial training and the development of tools for DWI courts and judges in non-DWI courts. Ultimately, this aims to reduce recidivism and improve safety on the roads.

Grant Details
The grant will fund the following activities:
1) Conduct a kick-off meeting within 30 days of award;
2) Assess barriers to implementing DWI Courts by developing a Data Collection and Analysis Plan within 6 months, conducting data collection between 16-36 months, and submitting a report on barriers no later than 36 months after award;
3) Develop a toolkit for starting a DWI Court by creating comprehensive information for pre-planning and training opportunities between 42-48 months after award;
4) Provide training to new DWI Courts with at least three trainings per year starting in year one;
5) Conduct 'Tune-Up' training for existing DWI Courts with three sessions per year;
6) Study non-DWI Courts to develop best practices for reducing impaired driving recidivism, including selecting participant courts within six months and analyzing results between 7-36 months;
7) Create a toolkit for judges in non-DWI Courts based on findings within 39 months; and
8) Provide training options based on best practices developed from the study.

Eligibility Requirements
This NOFO is open to all domestic applicants that demonstrate they have the necessary infrastructure, staff, and support to administer, coordinate, and implement the activities outlined. No fee or profit will be allowed under this Agreement.

Period of Performance
The period of performance for this grant is expected to be up to sixty (60) months from the effective date of the Cooperative Agreement, with an anticipated start date around February 2025.

A total of up to $7,000,000.00 is available to fund one discretionary Cooperative Agreement.
