Background
The Jobs Plus program, administered by the U.S. Department of Housing and Urban Development (HUD), aims to enhance the economic self-reliance of residents in public housing through competitive awards to public housing authorities (PHAs). The program's goal is to provide employment-related services, financial rent incentives, and community support for work, thereby promoting sustained employment among participants.

Grant Details
The Jobs Plus program includes three core components:
1) Employment-Related Services, which must be provided in accordance with eligible activities and costs;
2) Financial/Rent Incentive; and
3) Community Support for Work. PHAs are expected to contact all adults aged 18-64 within the first year to inform them about the program. Key outcomes include the percentage of participants obtaining employment, increases in quarterly employment rates, and increases in resident income. Grantees must establish a Jobs Plus team including a full-time coordinator and case managers. They must implement case management/coaching strategies and ensure access to online programming. Eligible activities include hiring staff dedicated to providing Jobs Plus services, offering job development and placement services, financial literacy workshops, and other supportive services.

Eligibility Requirements
Eligible applicants are public housing authorities (PHAs) that operate one or more public housing projects meeting specific criteria outlined in the NOFO. Individuals are not eligible applicants. PHAs that have previously received Jobs Plus grants may apply but cannot target previously funded sites. Non-performing PHAs may participate if deemed capable by HUD. Federally recognized tribes and tribally designated housing entities are not eligible.

Period of Performance
The grant has a performance period starting from January 1, 2026, to July 1, 2030. This includes a total project period of 54 months divided into a 6-month start-up phase followed by a 48-month implementation phase.

Grant Value
Approximately $21.6 million is available under this NOFO for funding, including $15 million from Fiscal Year 2025 and approximately $6.6 million from remaining FY24 funding. Maximum awards range from $1.6 million for projects with 100-199 households to $3.7 million for projects with over 600 households.

Place of Performance
The grant will be performed at targeted public housing projects (AMPs) that meet specific size and unemployment criteria as defined in the NOFO.
