Description

NOAA's National Weather Service, Office of International Affairs is soliciting proposals for International Capacity Development for Weather and Climate Forecasting and Disaster Risk Reduction (ICD-WCFDRR). The ICDWCFDRR program's goal is to improve the capacity of operational National Meteorological and Hydrological Services (NMHS) organizations worldwide to implement end-to-end early warning systems. Improving NMHS capacity for weather and climate-based early warning systems is done through collaboration between operational meteorologists, climatologists, hydrologists, and researchers in the development and implementation of innovative programs that will improve weather and climate-based early warning systems in developing countries.

Background
NOAA's National Weather Service, Office of International Affairs is soliciting proposals for the International Capacity Development for Weather and Climate Forecasting and Disaster Risk Reduction (ICD-WCFDRR). The goal of the ICD-WCFDRR program is to enhance the capacity of operational National Meteorological and Hydrological Services (NMHS) organizations globally to implement end-to-end early warning systems. This initiative aims to improve weather and climate-based early warning systems in developing countries through collaboration among meteorologists, climatologists, hydrologists, and researchers.

Grant Details
The ICD-WCFDRR program will support various projects aimed at improving hydrometeorological observations and forecasting for multiple hazards, including tsunamis. Key tasks include:

1. Increasing in-situ observations through 3D-Printed Automatic Weather Stations (3D-PAWS).
2. Developing real-time storm surge forecasts for developing countries during tropical cyclones.
3. Creating training materials for impact-based forecasting and other hydrometeorological capacity development training.
4. Assisting with forecasting through the Famine Early Warning System Network (FEWSNET).
5. Providing technology transfer and training to NMHSs globally.
6. Administering multiple sub-awards to international organizations to further project implementation.

Eligibility Requirements
Eligible applicants include private, non-profit entities and academic institutions in the United States. No cost sharing is required under this program.

Period of Performance
The anticipated project start date is February 10, 2025, with projects expected to be conducted over a five-year period.

Grant Value
NOAA has identified $15 million available for the first year, with up to $15 million available annually for a total of $75 million over five years, subject to funding availability.

Place of Performance
The grant activities will be performed in developing countries worldwide, particularly focusing on regions such as Africa, the Caribbean, Pacific Islands, and South America.
