Background
The U.S. Army Corps of Engineers, Fort Worth District is issuing a Request for Statement of Interest for a cooperative agreement focused on the Integrated Natural Resources Management Plan (INRMP) and Integrated Cultural Resources Management Plan (ICRMP) implementation support for the United States Marine Corps (USMC) I&L/Marine Corps Installations Command (MCICOM), MCI-Pacific (MCIPAC), and Marine Corps Base Hawaii.

The goal of this grant is to provide technical assistance that aligns with federal and state environmental regulations, ensuring compliance while enhancing environmental planning and natural resource management.

Grant Details
The project will involve several tasks including:
1) MCB Hawaii NEPA Compliance, which provides technical support for environmental planning requirements and NEPA compliance related to INRMP actions;
2) MCB Hawaii Natural Resources Compliance, which supports the implementation of the MCBH INRMP by conserving and enhancing natural resources;
3) MCB Hawaii Cultural Resources Compliance, which focuses on managing cultural resources in accordance with federal laws and Marine Corps policy.

Specific activities include preparing NEPA documentation, conducting wildlife surveys, assisting with habitat restoration, and ensuring compliance with cultural preservation laws.

Eligibility Requirements
Eligible applicants must be members of one of the following Cooperative Ecosystem Studies Units Regions: Colorado Plateau/Hawaii-Pacific Islands/Californian CESU Regions. Additionally, all recipients and any proposed subrecipients must have an active NIST SP-800-171 DOD assessment performed within the last three years.

Period of Performance
The base period for the agreement will extend for 18 months from the date of award, with up to six follow-on periods also lasting 18 months each based on funding availability.

Grant Value
Approximately $677,330 is expected to be available to support this project during the base period. Additional funding may be available for optional tasks or follow-on work in subsequent years.
