Purpose of Program: In awarding these grants, the Institute of Education Sciences (IES) intends to provide national leadership in expanding knowledge and understanding of (1) developmental and school readiness outcomes for infants and toddlers with or at risk for a disability, (2) education outcomes for all learners from early childhood education through postsecondary and adult education, and (3) employment and wage outcomes when relevant (such as for those engaged in career and technical, postsecondary, or adult education). The IES research grant programs are designed to provide interested individuals and the general public with reliable and valid information about education practices that support learning and improve academic achievement and access to education opportunities for all learners. These interested individuals include parents, educators, learners, researchers, and policymakers. In carrying out its grant programs, IES provides support for programs of research in areas of demonstrated national need.

SUMMARY: On May 4, 2020, we published in the Federal Register a notice inviting applications (NIA) for the fiscal year (FY) 2021 Education Research and Special Education Research Grant Programs competitions, Catalog of Federal Domestic Assistance (CFDA) numbers 84.305A, 84.305B, 84.305C, 84.305R, 84.324A, 84.324B, 84.324P, and 84.324R. The NIA established a deadline date of August 20, 2020, for the transmittal of applications. This notice reopens the competition until September 8, 2020, for certain prospective eligible applicants described elsewhere in this notice.

DATES: Deadline for Transmittal of Applications: September 8, 2020.

Please note that if you are submitting an application under the reopened FY 2021 Education Research or Special Education Research Grant Program competitions (CFDA numbers 84.305A, 84.305B, 84.305C, 84.305R, 84.324A, 84.324B, 84.324P, and 84.324R), you must provide an assurance that you meet the eligibility requirement for the jurisdictions covered by one of the following FEMA disaster designations: Fire Management Assistance Declarations in California (FEMA Disaster designations 5331, 5332, 5329), Nevada (FEMA Disaster designation 5328), Oregon (FEMA Disaster designation 5327), and Washington (FEMA Disaster designation 5330) and a Major Disaster Declaration in Iowa (FEMA Disaster designation 4557). For more information on these designations, see www.fema.gov/disasters/. The assurance must be emailed to ieshelp@prsmhosting.com no later than Wednesday, September 15, 2020, and may either be based on (1) the location of the applicant institution or (2) the location(s) of the essential staff, in which case the explanation should include the name(s) and City and State of the remote work location(s) for the personnel or consultants key to the preparation of the application. If this assurance is not received by September 15, the application will not be considered further. Please include the grant application number from grants.gov in the subject line of the email.
