Purpose of Program: In awarding research grants, the Institute of Education Sciences (IES) intends to provide national leadership in expanding knowledge and understanding of (1) education outcomes for all learners from early childhood education through postsecondary and adult education, and (2) employment and wage outcomes when relevant (such as for those engaged in career and technical, postsecondary, or adult education). The IES research grant programs are designed to provide interested individuals and the general public with reliable and valid information about education practices that support learning and improve academic achievement and access to education opportunities for all learners. These interested individuals include parents, educators, learners, researchers, and policymakers. In carrying out its grant programs, IES provides support for programs of research in areas of demonstrated national need.

Background
The Institute of Education Sciences (IES) aims to provide national leadership in expanding knowledge and understanding of education outcomes for all learners from early childhood education through postsecondary and adult education, as well as employment and wage outcomes when relevant. The IES research grant programs are designed to provide reliable and valid information about education practices that support learning and improve academic achievement and access to education opportunities for all learners. IES provides support for programs of research in areas of demonstrated national need.

Grant Details
The IES National Center for Education Research (NCER) is announcing two competitions: From Seedlings to Scale and Research Networks Focused on Critical Problems of Education Policy and Practice. The From Seedlings to Scale program will invest in innovative products, policies, and processes within an identified focus area through three phases of increasing funding and time duration to support ideas as they grow from seedlings to scalable solutions. The Research Networks Focused on Critical Problems of Education Policy and Practice competition will support the establishment of new ATS Initiative programs and provide high-level support to IES in coordinating existing programs that fall under this new initiative.

Eligibility Requirements
Eligible applicants are organizations that have the demonstrated ability and capacity to conduct rigorous research and development. Eligible applicants include, but are not limited to, institutions of higher education and non-profit, for-profit, public, or private entities.

Period of Performance
The project period for From Seedlings to Scale (Phase One) is up to 1 year. The project period for ATS Initiative Hub is up to 5 years.

Grant Value
For the From Seedlings to Scale (SPEED at Scale Phase One), the estimated range of awards is $300,000 to $500,000 for the entire project period of 1 year. For the ATS Initiative Hub, the estimated range of awards is $500,0000 to $1,500,000 annually across an entire project period of 5 years.
