Installation Natural Resource Management Plan Implementation Support to Navy Region Hawaii and Joint Base Pearl Harbor-Hickam, Oahu, Hawaii

Background
The U.S. Army Corps of Engineers, Fort Worth District is issuing a Request for Statement of Interest for a cooperative agreement to support the Installation Natural Resource Management Plan (INRMP) implementation for Navy Region Hawaii and Joint Base Pearl Harbor-Hickam. The goal is to provide technical assistance in managing natural resources in compliance with environmental laws and regulations, ensuring effective stewardship and conservation of fish and wildlife.

Grant Details
The project involves providing technical support to the Commander Navy Region Hawaii (CNRH), Naval Facilities Engineering Systems Command, Hawaii (NAVFAC), and Joint Base Pearl Harbor Hickam (JBPHH). Key tasks include:

1) Subject matter expertise for Storm Water, Wastewater, and Hazardous Waste management;

2) Data analysis, field site visits, quality assurance, reporting, recordkeeping, and plan updates;

3) Compliance with the Endangered Species Act and other applicable regulations;

4) Collaboration with Navy personnel on study methodology, data gathering, analysis, and report writing.

Specific subtasks include analyzing stormwater monitoring data, conducting facility inspections, reviewing wastewater regulatory submittals, and managing hazardous waste processes.

Eligibility Requirements
Eligible applicants must be members of the Cooperative Ecosystem Studies Units (CESU) Regions: Hawaii-Pacific Islands / Colorado Plateau / Rocky Mountain. Priority will be given to Federal and State agencies responsible for conservation or management of fish or wildlife. Additionally, recipients must have an active NIST SP 800-171 DOD assessment performed within the last three years.

Period of Performance
The Base Period is 12 months from the date of award with up to six (6) additional 12-month Follow-On Periods based on funding availability.

Grant Value
Approximately $843,655 is expected to be available for the Base period. Additional funding may be provided for optional tasks or follow-on work in subsequent years.

Place of Performance
The work will be performed at Navy Region Hawaii and Joint Base Pearl Harbor-Hickam located in Oahu, Hawaii.
