Description

The objective of this FOA is to competitively solicit cost-shared research proposals for pilot-scale field deployment and validation of efficient, cost-effective solutions ready for pre-commercialization that can eliminate flaring and non-safety related venting of natural gas at the well site.
Background
The Department of Energy (DOE) is offering financial assistance through the Office of Fossil Energy and Carbon Management (FECM) for innovative technologies to eliminate flaring from oil and natural gas production. The objective is to competitively solicit cost-shared research proposals for pilot-scale field deployment and validation of efficient, cost-effective solutions ready for pre-commercialization that can eliminate flaring and non-safety related venting of natural gas at the well site.

Grant Details
The FOA aims to advance diversity, equity, inclusion, and accessibility, contribute to energy equality, and invest in America’s workforce. It seeks proposals for innovative technologies to eliminate flaring from oil & natural gas production. The projects should advance from a Technology Readiness Level (TRL) 6 to a minimum of TRL 7, demonstrate net-zero methane emissions at the well, and include a R&D Community Benefits Plan addressing diversity, equity, inclusion, and accessibility.

Eligibility Requirements
Eligible applicants include domestic entities such as institutions of higher education, for-profit entities, non-profit entities, state and local governmental entities, Indian tribes nations, DOE/NNSA Federally Funded Research and Development Centers (FFRDCs), National Laboratories (NL), and federally funded research and development centers. Foreign entities may apply as prime recipients or subrecipients under limited circumstances with explicit written waiver requests.

Period of Performance
The estimated project period of performance is no more than 5 years with an anticipated number of awards ranging from 0-3. The maximum DOE share of award is $30,000 with a cost share requirement of $2,500. The estimated total federal funding available is $37,500.
