This NOFO is limited to organizations that demonstrate that they have the capacity, internal structures, technical ability, necessary qualified staff and subcontractors capable of meeting all of the responsibilities of administering, coordinating, and implementing the activities of this NOFO. The Cooperative Agreement may include the use of sub-contractors and the Recipient shall be responsible for recruiting and securing the assistance and support of organizations or individuals capable of meeting the activities outlined in the NOFO. Only those organizations and/or sub-contractors capable of fulfilling the criteria listed within this NOFO to include the management of all logistical and day-to-day operations will be considered for an award. To be eligible to participate in the Cooperative Agreement, Recipients must meet all of the following requirements:• Have personnel with the education, experience, and expertise required to successfully meet the activities of the Cooperative Agreement. Demonstrating familiarity and understanding of the topics identified in the activities for the Cooperative Agreement;• Can demonstrate that the organization has sufficient professional and/or corporate organizational experience, structures, and capacity to meet the activities for the Cooperative Agreement. Interested applicants are advised that no fee or profit will be allowed.
