Description

The purpose of the activity is to reduce plastic pollution, including in the marine environment, through improvements in solid waste management and advancing a plastics circular economy in selected regions of India. Through the activity, USAID/India will partner with the Government of India (GOI) to address the plastic pollution challenge by:

(1) improving plastic and solid waste management planning, infrastructure, and services; and

(2) addressing the life cycle impacts of plastics and other materials by promoting a circular economy.

For this three phased NOFO, the applicant is required to leverage 50% of the award amount from other sources, external to the United States Government.

Background
The purpose of the activity is to reduce plastic pollution, including in the marine environment, through improvements in solid waste management and advancing a plastics circular economy in selected regions of India. USAID/India will partner with the Government of India (GOI) to address the plastic pollution challenge by improving plastic and solid waste management planning, infrastructure, and services; and addressing the life cycle impacts of plastics and other materials by promoting a circular economy.

Grant Details
The activity aims to reduce plastic pollution through improvements in solid waste management planning, infrastructure, and services. It also seeks to address lifecycle impacts of plastics and other materials by promoting a circular economy. The proposed interventions include improving SWM through increased efficiencies in service delivery, fostering engagement with local governments to improve SWM and implement plastic waste reduction policies, empowering informal waste collectors, improving packaging design for recyclability and long-lasting use, enhancing recycling and reuse of single-use and other 'problem plastics,' and increasing plastic alternatives through investments in innovations.

Eligibility Requirements
Eligibility for this award is restricted to all United States, local Indian, and International non-governmental organizations. USAID encourages the participation of all local and international organizations.

Period of Performance
Pre-application conference on January 6, 2023. Deadline for questions on January 20, 2023. Closing date & time on February 15, 2023.
The period of performance will be determined during the co-design stage in consultation with the Ministry of Environment, Forest and Climate Change (MoEFCC).

Grant Value
USAID anticipates making a single award as a result of this NOFO. The applicant is required to leverage 50% of the award amount from other sources external to the United States Government.

Place of Performance
The final selection of geographic locations will be at the co-design stage (Phase 3), in consultation with the Ministry of Environment, Forest and Climate Change (MoEFCC).
