Description

The USAID/West Bank and Gaza Mission intends to award a five-year, up to $60 million activity

entitled Improve Livelihoods and Enhance Economic Development (ILEED). ILEED will focus on

promoting resilient livelihoods in Gaza and give households the tools they need to cope with

recurrent crises. The activity will build upon USAID investments and successes to date, with a

primary focus on building resilience through livelihoods while maintaining the flexibility and

capacity to respond to emergencies, should they arise. A secondary focus will be on adapting to

climate change through livelihood development.

Background
The USAID/West Bank and Gaza Mission intends to award a five-year, up to $60 million activity entitled “Improve Livelihoods and Enhance Economic Development” (ILEED). ILEED will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. The activity will build upon USAID investments and successes to date, with a primary focus on building resilience through livelihoods while maintaining the flexibility and capacity to respond to emergencies, should they arise.
A secondary focus will be on adapting to climate change through livelihood development.

Grant Details
The activity will help households access basic needs and livelihoods, while enhancing the resilience (including climate resilience) of targeted communities. It will comprise components such as improved livelihoods for vulnerable communities and households, increased access to resources and basic commodities to promote community development and resilience, and emergency response. The Recipient will be required to conduct a detailed gender analysis prior to implementation in addition to taking into account gender considerations in its application. This analysis will identify gender issues and determine possible entry-points for the activity.

Eligibility Requirements
To be eligible for award, the Applicant must provide all information as required in this NOFO and meet eligibility standards in Section C of this NOFO.

Period of Performance
The resulting award will be subject to 2 CFR 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, and USAID’s supplement, 2 CFR 700.
The Federal cost principles in FAR Part 31 apply to for-profit recipients and subrecipients.
For-profit recipients and subrecipients are also subject to the 2 CFR 700.13 additional provisions for awards to for-profit entities.

Note that U.S. and Non-U.S. For-Profit Organizations may apply for funding under this RFA. Potential for-profit Applicants should note that, pursuant to 22 CFR 226.81, the payment of fee/profit to the prime recipient under grants and cooperative agreements is prohibited. However, if a prime recipient has a subcontract with a for-profit organization for the acquisition of goods or services (i.e., if a buyer-seller relationship is created), fee/profit for the subcontractor may be authorized.
