Description

Department of the Interior - Bureau of Land Management (State) Rangeland Resource Management
Background
The Bureau of Land Management (BLM) Rangeland Management Program administers grazing for more than 155 million acres of public land. This includes inventorying, controlling, and managing noxious weeds and invasive species; improving rangelands through grazing management, vegetation restoration treatments, and grazing management structures; and soil resource management. Coordination with land managers and other stakeholders is conducted to complete priority soil surveys, ecological site descriptions, and on-the-ground projects to improve soil stability and reduce erosion.

The program supports the Infrastructure Investment and Jobs Act PL 117-58, Section 40804(b) Ecosystem Restoration and Section 40803 Wildland Risk Reduction.

Grant Details
Funded projects under this program will focus on high priority work such as activities that support maintaining or achieving land health and productivity, increasing carbon sequestration, and creating resilient landscapes to benefit current and future generations. These activities could include vegetation monitoring, restoration treatments, erosion control structures installation, maintenance, monitoring, soils mapping, development of ecological site descriptions, community engagement through mentoring, training, educational programs, project development and layout, planning analysis and document preparation as appropriate for land use planning decisions and Endangered Species requirements. The program has strategic goals including gathering data to complete land health assessments, processing grazing permits for identified high priority areas, coordinating shared objectives with wildlife, forestry, aquatic, cultural and recreation programs to maintain or restore land health.

Eligibility Requirements
Eligible applicants include state governments, county governments, city or township governments, special district governments, independent school districts, public and state controlled institutions of higher education, Native American tribal governments (Federally recognized), public housing authorities/Indian housing authorities. Nonprofits having a 501(c)(3) status with the IRS are also eligible. Cost sharing or matching is not required but is strongly encouraged. Foreign entities or projects are not eligible for funding under this program.

Period of Performance
Projects funded through this NOFO will start upon issuance of a notice of award by the BLM Grants Management Officer (GMO) executed through GrantSolutions. Agreement terms for funded projects are estimated to range between one and no more than five years. Projects cannot be funded for more than a five-year period.

Individuals and For-Profit Organizations are ineligible to apply for awards under this NOFO.This program NOFO does not support entities hiring interns or crews under the Public Lands Corps Act of 1993. The Public Lands Corps Act of 1993, 16 USC, Chapter 37, Subchapter II-Public Lands Corps, is the only legislative authority that allows BLM to "hire" interns under this authority. Therefore, eligible Youth Conservation Corps may only apply for projects developed under NOFO 15.243 – BLM Youth Conservation Opportunities on Public Lands.
