Description

The purpose of the IDeA-CTR initiative is to expand the capacity for clinical and translational research in IDeA-eligible states/jurisdictions and to enhance the competitiveness of the investigators to obtain extramural funding for clinical and translational research. This Funding Opportunity Announcement (FOA) provides cooperative agreement support for statewide and/or interstate regional networks to achieve the following objectives: (1) to support the development and/or enhancement of infrastructure and human resources required to address clinical and translational research needs in IDeA-eligible states/jurisdictions, (2) to strengthen clinical and translational research that addresses the broad spectrum of health challenges faced by populations in IDeA-eligible states/jurisdictions, and (3) to foster and coordinate collaboration in clinical and translational research within an IDeA-CTR network and with other institutions.
Background
The IDeA-CTR initiative aims to expand the capacity for clinical and translational research in IDeA-eligible states/jurisdictions and enhance the competitiveness of investigators to obtain extramural funding for clinical and translational research. The initiative is supported by the National Institutes of Health (NIH) and the National Institute of General Medical Sciences (NIGMS). It focuses on supporting statewide and/or interstate regional networks to develop infrastructure and human resources required for clinical and translational research, strengthen clinical and translational research addressing health challenges faced by populations in IDeA-eligible states/jurisdictions, and foster collaboration in clinical and translational research within an IDeA-CTR network and with other institutions.

Grant Details
The IDeA Clinical & Translational Research Development (CTR-D) Award supports the development and/or enhancement of infrastructure and human resources required to address clinical and translational research needs in IDeA-eligible states/jurisdictions. It also aims to strengthen clinical and translational research that addresses the broad spectrum of health challenges faced by populations in these states/jurisdictions. The grant program fosters collaboration in clinical and translational research within an IDeA-CTR network and with other institutions. The program requires applicants to have a well-established research administration infrastructure that can effectively manage C&T research projects, partner with other eligible health research organizations or healthcare delivery organizations, work with community clinics, have a track record of external funding in C&T research, and have leadership experience to work across organizational boundaries.

Eligibility Requirements
Eligible applicants include higher education institutions, nonprofits, for-profit organizations, local governments, state governments, federal governments, U.S. territories or possessions located in IDeA-eligible states/jurisdictions. Lead organizations must be located in an IDeA-eligible state, hold externally funded C&T research grants, not be a lead or partner organization of an active CTR-D, CTR-N, IDeA-CTR or Clinical and Translational Science Award (CTSA) Hub award at the time of submission, and not be located in a state with an active CTR-D, CTR-N, or IDeA-CTR award. Partner organizations must meet similar criteria as lead organizations.

Period of Performance
The period of performance for the grant spans up to 5 years with specific start dates ranging from November 2023 to October 2025.

Grant Value
Application budgets must not exceed $1.5 million in annual direct costs, excluding consortium facilities and administrative (F&A) costs.
