Description

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to establish a chapter of the International Association of Criminal Analysts (IACA) in Mexico with the aim of providing training, professional growth, and networking opportunities for federal and state criminal analysts of security and justice institutions of the Government of Mexico.

Background
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is at the forefront of responding to challenges related to crime, illegal drugs, and instability abroad. The INL's foreign assistance programs are essential to advancing U.S. policy objectives, including disrupting and reducing illicit drug markets and transnational crime, combating corruption and illicit financing, and strengthening criminal justice systems to support stable, rights-respecting partners.

Grant Details
The project aims to establish a chapter of the International Association of Criminal Analysts (IACA) in Mexico to provide training, professional growth, and networking opportunities for federal and state criminal analysts of security and justice institutions of the Government of Mexico. The awardee will oversee administrative procedures required to establish the IACA chapter in Mexico, promote membership among Mexican criminal analysts, identify and facilitate tailored training opportunities, support analysts in pursuing certification through IACA's program, and measure the impact of the chapter's activities.

Eligibility Requirements
Foreign-based non-profits/non-governmental organizations (NGOs) are eligible to apply. Cost sharing is recommended but not required. All organizations must have a unique entity identifier (UEI) and a valid registration on www.SAM.gov. Organizations must have a commitment to non-discrimination with respect to beneficiaries and adherence to equal opportunity employment practices.

Period of Performance
The project implementation length is up to 24 months with an anticipated program start date in August 2024. INL may extend the project implementation period up to five years contingent on priorities, good performance of the recipient, Department of State management approvals, and funding availability.

Grant Value
$250,000.00 is available for one award with a minimum value of $150,000.00. The funding source is FY22/23 International Narcotics Control and Law Enforcement (INCLE) Funds.
