• FFRDC members of the HyMARC consortium are not eligible to apply as either a prime recipient or subrecipient under Topic 1. FFRDC members of the HyMARC consortium are eligible to apply as a subrecipient under Topics 2, 3, and 4.
• FFRDCs that are core members of the M2FCT consortium are not eligible to apply as either a prime recipient or subrecipient under Topic 4. All FFRDC members of the M2FCT consortium are eligible to apply as a subrecipient under Topics 1, 2, and 3 Non-DOE/NNSA FFRDCs are eligible to apply for funding as a subrecipient, but are not eligible to apply as a prime recipient.
