Description

The Award Ceiling for Year 1 is 0 (none). CDC anticipates an Approximate Total Fiscal Year Funding amount of $3,000,000 for Year 1, subject to the availability of funds.This NOFO contributes to the Malawi HRH strategic plan by strengthening leadership and management capacity and HRH monitoring and evaluation (M&E) systems in the HIV response. The focus of the NOFO is twofold. First is hiring and seconding human resources at the national level by the recipient to manage and lead the national HIV/ TB prevention, care and treatment program to epidemic control and then to sustain epidemic control. Each seconded staff will be integrated into the department in which s/he serves and be paired with a government counterpart to transfer skills by the end of the project. For national technical assistance (TA), the critical gaps in skills are in M&E of national HIV programs, supply chain systems management, epidemiologic and surveillance skills, and specialized clinical skills. This NOFO will not hire site level health care workers or support the training of new health care workers, but rather monitor and evaluate existing PEPFAR and other investments for improvements and impact. This NOFO will support the Government of Malawi (GoM) in developing a sustainable comprehensive HRH information system that includes training institutions and regulatory bodies as well as CHAM and PEPFAR staff. The recipient will be expected to oversee the implementation of HRH transition across CDC PEPFAR-supported districts into the Malawi health workforce.
