BioWatch Program is a federally managed, locally operated early warning operational capability designed to enhance national preparedness. The BioWatch Program is a federally managed, locally operated early warning operational capability designed to enhance national preparedness against bioterrorism. Its mission is to deploy, sustain, and maintain a 24x7x365 operational capability to detect and respond to bioterrorist events.

The program operates in over 30 metropolitan areas across the U.S., utilizing portable sampling units (PSUs) to collect air samples for analysis of select biological agents that may pose a danger to public health.

Grant Details
The BioWatch Limited Competition 2026 grant will support the following tasks:
- Provide and facilitate training and technical assistance for State, Local, Tribal, and Territorial (SLTT) officials.
- Lead and assist coordination efforts among federal partners.
- Mobilize PSUs to events in non-program sites.
- Investigate ongoing innovation opportunities related to agents, countermeasures, and attack pathways.
- Acquire sampling equipment, retrieve samples, transport them for lab analysis, and interpret results supported by data integration and quality assurance measures.
- Establish and operate the BioWatch Advisory Committee (BAC) to identify ongoing biodetection needs across jurisdictions.

Eligibility Requirements
Eligible applicants include state, county, city or township entities, special districts created by municipalities, regional organizations (e.g., airports), law enforcement agencies, first responders, or emergency management agencies located within specified jurisdictions such as Phoenix (AZ), Los Angeles (CA), Miami (FL), Detroit (MI), and others.

Applicants must provide documentation verifying their location within these jurisdictions and demonstrate the ability to support 24/7 sample collection.

Period of Performance
The period of performance for this grant is projected from May 1, 2026, through July 31, 2026.

Recipients will be affiliated with Public Health departments, first responders, emergency management, safety, environmental health, risk management, law enforcement, fire departments, universities, or agencies with or without current air monitoring programs. 2. Ability to provide support 24/7/365 sample collection and delivery to a testing laboratory through staff or contract. 3. Recipients will satisfy the requirements outlined in subsection C. “Requirements for Personnel, Partners, and Other Parties”.
