The purpose of this Funding Opportunity Announcement (FOA) is to support high priority research at the intersection of HIV and substance use. This FOA invites innovative research projects with the potential to open new areas of HIV/AIDS research and/or lead to new avenues for prevention, treatment and cure of HIV among people who use drugs (PWUD). Applications submitted under this FOA are required to have a detailed research plan, preliminary data, and a clear description of the nexus with substance use. This FOA is open to both individual researchers and research teams and includes all areas of research from basic science to clinical and implementation research. All studies must focus on NIH HIV/AIDS Research Priorities: NOT-OD-20-018: UPDATE: NIH HIV/AIDS Research Priorities and Guidelines for Determining HIV/AIDS Funding.
Background
The purpose of this Funding Opportunity Announcement (FOA) is to support high priority research at the intersection of HIV and substance use. This FOA invites innovative research projects with the potential to open new areas of HIV/AIDS research and/or lead to new avenues for prevention, treatment and cure of HIV among people who use drugs (PWUD). The initiative is open only to research teams of three to six PD/PIs proposing to pursue challenging research questions at the intersection of HIV and substance use. Teams are encouraged to consider far-reaching objectives that will produce major advances in high priority HIV research areas for the institute and the NIH.

Grant Details
This FOA requires a detailed research plan, preliminary data, and a clear description of the nexus with substance use. The proposed program goal must only be achievable by an interdisciplinary, collaborative research plan that creatively combines diverse expertise, approaches and/or research methodologies.
The scope includes basic science, epidemiologic, clinical, intervention, and implementation research related to HIV in people with substance use and substance use disorders (SUDs).
Applications submitted under this NOFO are required to have a detailed research plan, preliminary data, and a clear description of the intersection between HIV and substance use that will be addressed.

Eligibility Requirements
This NOFO is open only to research teams of three to six PD/PIs proposing to pursue challenging research questions at the intersection of HIV and substance use. Eligible organizations include higher education institutions, nonprofits other than institutions of higher education, for-profit organizations, state governments, county governments, city or township governments, special district governments, Indian/Native American tribal governments (federally recognized), Indian/Native American tribal governments (other than federally recognized), U.S. territory or possession, independent school districts, public housing authorities/Indian housing authorities, Native American tribal organizations (other than federally recognized tribal governments), faith-based or community-based organizations.

Period of Performance
The maximum project period is 5 years. All applications are due by 5:00 PM local time of applicant organization.

Grant Value
NIDA intends to commit $3.0 M in FY 2025, 2026, and 2027 to fund one-two awards. Individual award budgets are not to exceed $1.5M per Fiscal Year in direct costs.

Place of Performance
Applications proposing studies with human subject samples are strongly encouraged to use NIDA funded and co-funded data and specimen resources openly available for investigators engaged in research on HIV and SUDs.
