Individuals in the US justice system are disproportionately likely to have SUD/OUD, are at high risk for opioid withdrawal upon incarceration, and are at elevated risk for overdose post-release if they have not received MOUD while detained. Most US jails do not offer MOUD to everyone who could benefit from them. JCOIN focuses on the translation of research-to-practice to address the overdose crisis in the context of the criminal justice system specifically, increasing delivery of and access to MOUD. A portfolio of research projects conducts hybrid effectiveness-implementation trials to address key barriers to delivery of evidence-based OUD treatments to justice-involved populations. This is the only HEAL initiative with a primary focus on justice-involved populations and criminal-legal systems.

Background
The National Institute on Drug Abuse (NIDA) is seeking applications for the Justice Community Overdose Innovation Network (JCOIN) Phase II Clinical Research Hubs. The purpose of the network is to bring together a national consortium of investigators and practitioner partners to conduct research and capacity building activities to improve the delivery of effective interventions for adults and youth involved in the criminal justice system. The network will include multiple research centers, working in collaboration with four complementary resource and support centers.

Grant Details
The JCOIN Phase II Clinical Research Hubs will conduct clinical research and clinical trials, including implementation and hybrid implementation-effectiveness studies. Each hub must propose a multi-site clinical trial with at least three sites. The studies should aim to improve public health and public safety outcomes for justice-involved individuals who have substance use disorders (SUDs) or are at risk of overdose. The hubs are expected to engage in work that connects research to practice, incorporates patient perspectives, and considers implications for equity, scalability, and sustainability.

Eligibility Requirements
Eligible applicants include higher education institutions, nonprofits, for-profit organizations, local governments, state governments, federal government agencies, U.S. territories or possessions, and other entities such as public housing authorities, faith-based or community-based organizations. Foreign organizations are not eligible to apply directly but foreign components of U.S. organizations are allowed.

Period of Performance
The project period for an application submitted may not exceed five years. The earliest start date for the project is January 22, 2025, with activities expected to continue until at least September 2025.

Grant Value
$14,000,000 is intended to be committed in FY 2025 to fund 8-10 awards. Direct costs are limited to $5,000,000 over the 5-year project period, with no more than $1,000,000 in direct costs allowed in any single year.
