Description

NIEHS invites applications for cooperative agreements to support the development of model programs for the training and education of workers engaged in activities related to hazardous materials and waste generation, removal, containment, transportation and emergency response. This funding opportunity announcement aims to prevent work-related harm through safety and health training. The training programs will transmit skills and knowledge to workers in how best to protect themselves and their communities from exposure to hazardous materials encountered during hazardous waste operations, hazardous materials transportation, environmental restoration of contaminated facilities or chemical emergency response. A variety of sites, such as those involved with chemical waste cleanup and remedial action and transportation-related chemical emergency response, may pose severe health and safety concerns to workers and the surrounding communities. These sites contain many hazardous substances, sometimes unknown, and often a site is uncontrolled. A major goal of the Worker Training Program (WTP) is to support institutional competency-building for the development and delivery of model training and education programs.
Background
NIEHS Worker Training Program (WTP) supports the development of model programs for the training and education of workers engaged in activities related to hazardous materials and waste generation, removal, containment, transportation, and emergency response. The program aims to prevent work-related harm by assisting in the training of workers on how best to identify and protect themselves and their communities from exposure to hazardous materials encountered during hazardous waste operations, hazardous materials transportation, environmental restoration of contaminated facilities, and chemical emergency response.

Grant Details
The program includes three distinct areas: Hazardous Waste Worker Training Program (HWWTP), Environmental Career Worker Training Program (ECWTP), and Hazmat Disaster Preparedness Training Program (HDPTP). The HWWTP supports workers engaged in active and inactive waste treatment, storage and disposal, hazardous waste generation, clean up and remedial action, emergency response, and hazardous materials transportation.

The ECWTP enriches the lives of people from disadvantaged communities by increasing training and education to promote a sustainable environmental career path for workers in hazardous materials handling, waste, construction, environmental remediation, and other emerging industries.

The HDPTP enhances the safety and health training of hazardous materials workers and responders by developing and delivering health and safety training to workers responding to disasters.

Eligibility Requirements
Eligible organizations include academic institutions, labor-based safety programs, nonprofit organizations that deliver high-quality safety and health curricula to hazardous waste workers and emergency responders. Applicants are encouraged to consider addressing the language and cultural needs of workers with less formal education or limited English proficiency. Additionally, participation of institutions and community-based organizations from disadvantaged or vulnerable communities is strongly encouraged.

Period of Performance
The period of performance for this grant opportunity starts on July 8, 2024. The earliest start date is July 8, 2024 with review cycles in November 2024, January 2025, and April 2025. All applications are due by 5:00 PM local time of applicant organization with no late applications accepted.
