Description

NOTE: A complete study proposal and proposed budget are not requested at this time.

NOTE: The established CESU indirect rate is 17.5%. For any Cooperative Agreement entered into in response to this RSOI, a maximum 17.5% indirect cost rate will be paid on work covered by such agreement or any modifications thereto. Unless the agreement specifies otherwise, the basis of direct costs against which the agreement's indirect cost rate is applied must be either the same base identified in the recipient's federally negotiated indirect cost rate agreement or, if the recipient does not have a federally negotiated indirect cost rate agreement, the Modified Total Direct Cost (MTDC) base.

TITLE OF PROJECT: Groundwater and Surficial Water Salinity Changes in Everglades National Park using Aerial Electromagnetic Surveys

SYNOPSIS OF PROJECT: This project will support the U.S. Army Corps of Engineers (USACE) Jacksonville District by performing Aerial Electromagnetic (AEM) surveys to understand the current spatial extent and rate of saltwater intrusion in the ground and surface waters of the southern Florida Everglades. Results will be integrated with previous survey data conducted over the last 30 years to comprehend the impacts surrounding significant critical habitat loss. Future freshwater-saltwater interface trends will then be estimated to optimize management decisions tied to restoration efforts of the degraded wetland system.

PERIOD OF PERFORMANCE: The Base Period of the agreement will extend 12 months from date of award. Four 12-month Follow-on Periods are anticipated based on availability of funding.

Background
The U.S. Army Corps of Engineers (USACE) Jacksonville District is issuing a cooperative agreement to support the Comprehensive Everglades Restoration Plan (CERP). This project aims to understand groundwater and surficial water salinity changes in Everglades National Park through Aerial Electromagnetic (AEM) surveys. These surveys will help assess the impacts of saltwater intrusion and inform restoration efforts in the region. The project aligns with the goals of CERP to improve water distribution and restore ecological functions in South Florida's coastal ecosystems.

Grant Details
The project involves several mandatory tasks:
1) Conduct a Project Initiation Meeting within 15 business days of award and develop a Final Project Plan;
2) Collect approximately 300-700 square miles of AEM data, ensuring it meets specified technical requirements;
3) Analyze data to characterize saltwater intrusion effects on Southern Coastal Systems indicators and document changes in surface and groundwater connectivity;
4) Participate in RECOVER Regional Team meetings for updates and discussions;
5) Submit findings for peer-review publication.
Optional tasks include expanding survey areas and contributing to the System Status Report. All tasks must adhere to specified methodologies and reporting requirements.

Eligibility Requirements
Eligible applicants must be members of one of the Cooperative Ecosystem Studies Units (CESU) Regions: Gulf Coast, Piedmont-South Atlantic Coast, or South Florida Caribbean. Preference will be given to those with a PhD in relevant fields, experience with AEM survey methods, and knowledge of groundwater dynamics.

Period of Performance
The Base Period of the agreement will extend for 12 months from the date of award, with four additional 12-month Follow-on Periods anticipated based on funding availability.

Grant Value
Approximately $300,000 is expected to be available for the Base Period, with additional funding possible for optional tasks or follow-on work in subsequent years.

Place of Performance
The project will be performed within Everglades National Park, located in southern Florida.
