The Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking for organizations to provide comprehensive mentoring to canine programs in 6-12 Mexican federal and subnational law enforcement agencies, to improve sustainability and viability of canine programs, and ultimately to provide an important public benefit in removing dangerous substances from the streets of Mexico.

INL's foreign assistance programs are essential to advancing U.S. policy objectives, including disrupting and reducing illicit drug markets and transnational crime, combating corruption and illicit financing, and strengthening criminal justice systems to support stable, rights-respecting partners.

Grant Details
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking organizations to provide comprehensive mentoring to canine programs in 6-12 Mexican federal and subnational law enforcement agencies. The goal is to improve sustainability and viability of canine programs, ultimately removing dangerous substances from the streets of Mexico.
The project aims to ensure that all INL-supported canine units adhere to objective criteria for running a productive and sustainable law enforcement canine program. This includes identifying and developing extensive criteria required to run all aspects of a productive and sustainable law enforcement canine program in Mexico, evaluating identified canine programs against established criteria, mentoring each evaluated canine program to meet established criteria, and conducting follow-up visits to re-evaluate the programs.

Eligibility Requirements
Eligible applicants include U.S.-based non-profit/non-governmental organizations (NGOs), U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code or section 26 US 115 of the US 115 of the U.S. tax code, foreign-based non-profits/non-governmental organizations (NGOs), and foreign-based educational institutions.
Cost sharing is recommended but not required for this project.
All organizations must have a unique entity identifier (UEI) as well as a valid registration on www.SAM.gov.

Period of Performance
The length of performance period for the initial project implementation is 24 months with an anticipated program start date in August 2023.

Grant Value
$2,000,000.00 U.S. Dollars is available for one award with individual grant awards ranging from a minimum of $150,000.00 to a maximum of $2,000,000.00.

The specific geographic location(s) where the grant will be performed is Mexico.
