The Administration for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau announces the anticipated availability of funds under the General Departmental Sexual Risk Avoidance Education (GDSRAE) Program. The purpose of the GDSRAE Program is to fund projects to implement sexual risk avoidance education that teach participants how to voluntarily refrain from non-marital sexual activity. The services are targeted to participants that reside in areas with high rates of teen births and/or are at greatest risk of contracting sexually transmitted infections (STIs). The goals of GDSRAE are to empower participants to make healthy decisions, and provide tools and resources to prevent pregnancy, STIs, and youth engagement in other risky behaviors. Successful applicants are expected to submit program plans that agree to: use medically accurate information referenced to peer-reviewed publications by 1) educational, scientific, governmental, or health organizations; 2) implement sexual risk avoidance curricula and/or strategies with an evidence-based approach integrating research findings with practical implementation that aligns with the needs and desired outcomes for the intended audience; and 3) teach the benefits associated with self-regulation, success sequencing for poverty prevention, healthy relationships, goal setting, and resisting sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use without normalizing teen sexual activity.

Background

Eligible applicants include state, territorial, or county governments; city or township governments; special district governments; independent, regional, and local school districts; public and state-controlled institutions of higher education; Native American tribal governments (federally recognized); public housing authorities/Indian housing authorities; Native American tribal organizations (other than federally recognized tribal governments); nonprofits with 501(c)(3) status with the Internal Revenue Service (IRS) other than institutions of higher education; nonprofits without 501(c)(3) status with the IRS other than institutions of higher education; private institutions of higher education; for-profit organizations other than small businesses; and small businesses. Faith-based and community organizations that meet the eligibility requirements are also eligible for awards under this funding opportunity.

Period of Performance
The funding period is one 36-month period of performance with three 12-month budget periods. The application deadline is June 24, 2024 at 11:59 p.m. ET. The expected award date is August 30, 2024, and the expected start date is September 30, 2024.

Grant Value
The estimated total program funding is $15 million with a total expected awards of 30. The minimum award amount for the first budget period is $350,000 and the maximum award amount is $450,000.

Place of Performance
The GD-SRAE programs must provide services to youth populations between the ages of 10 and 19. Projects may target services to vulnerable youth populations including those living in under-resourced regions with high rates of teen births and STIs, historically underserved populations such as Hispanic, non-Hispanic Black, and American Indian/Alaska Native teens, youth from rural areas and territories, youth in or aging out of foster care or adjudication systems, victims of trafficking, runaways or homeless youth without permission.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity.
