This competition is organized through U.S. embassies in the 30 countries with which the United States has a signed bilateral cultural property agreement or where emergency import restrictions on archaeological and ethnological material are in effect under the Convention on Cultural Property Implementation Act (19 U.S.C. 2601 et seq), namely: Afghanistan, Albania, Algeria, Belize, Bolivia, Bulgaria, Cambodia, Chile, China, Colombia, Costa Rica, Cyprus, Ecuador, Egypt, El Salvador, Greece, Guatemala, Honduras, India, Iraq, Italy, Jordan, Libya, Mali, Mexico, Morocco, Nigeria, Pakistan, Peru, Syria, Tunisia, T rkiye, Ukraine, Uzbekistan, and Yemen.

Background
The FY25 Cultural Property Agreement Implementation Grants are organized through U.S. embassies in 30 countries with which the United States has signed bilateral cultural property agreements or where emergency import restrictions on archaeological and ethnological material are in effect under the Convention on Cultural Property Implementation Act.

The program aims to prevent illegal trafficking of cultural property, diminish financing of criminal organizations and terrorist groups, and strengthen bilateral relations and law enforcement cooperation between the United States and other countries. Established in 2020, the CPAIG program provides funding to support the implementation of these agreements or restrictions.

Grant Details
The grant supports projects designed to protect cultural property from looting, theft, and trafficking while addressing clear needs in the country or region. Desired activities include:
- Training for foreign law enforcement and cultural property managers on investigation techniques, record keeping, and communication between ministries of culture and law enforcement.
- Supporting the creation of centralized digital inventories of cultural objects.
- Implementing site security measures for archaeological sites, museums, libraries, and archives.
- Public education initiatives aimed at preventing looting through community engagement and awareness programs.

Ineligible activities include preservation of privately owned property, natural heritage preservation unless culturally connected, development of mandated educational materials, new construction, relocation of cultural sites without imminent threat, removal of cultural objects from the country, digitization unless part of documentation efforts, repatriation unless part of a larger effort, cash reserves or endowments, fundraising campaigns, contingency costs, pre-award costs unless approved, and international travel outside project country without justification.

Eligibility Requirements
Eligible applicants include foreign institutions of higher education, foreign-based NGOs, foreign public entities (where permitted), public international organizations and governmental institutions, U.S. institutions of higher education, and U.S. non-profit organizations (IRS section 501(c)(3)). All organizations must have a Unique Entity Identifier (UEI) number issued via SAM.gov. Individuals are not required to have a UEI or be registered in SAM.gov.

Period of Performance
The performance period for projects is between 12 to 60 months.

Grant Value
The total available funding for this grant opportunity is estimated at $500,000. Individual awards may range from a minimum of $25,000 to a maximum of $150,000 with an anticipated number of awards between 5 to 10.

Place of Performance
The grants will be performed in countries that have a cultural property agreement with the United States or where emergency import restrictions are in effect under the Convention on Cultural Property Implementation Act.
