Description

Department of the Interior - Bureau of Land Management Idaho (ID) Wildlife Program
Background
The grant opportunity is issued by the Bureau of Land Management (BLM) Idaho State Office as part of the Wildlife Program. The program aims to improve the management of wildlife and their habitats, uphold trust and related responsibilities, administer program activities supporting wildlife habitats, restoration projects, and inventory and monitoring of priority habitats and species on public lands.

Grant Details
The Wildlife Program uses a science-based approach to manage public lands to identify projects that support meeting land health standards and desired resource objectives for priority species and habitats. The program focuses on addressing habitat connectivity issues, implementing projects considering climate change impacts, and involves coordination with BLM offices, Federal, state, tribal governments, and non-governmental partners. The program will fund projects under the Infrastructure Investment and Jobs Act PL 117-58, Section 40804(b) Ecosystem Restoration. Priority work includes identifying and supporting projects that address wildlife habitat restoration in alignment with restoration landscapes, collaborations with State and Tribal Wildlife agencies, addressing climate change impacts on landscape or priority ecosystems, inventory of priority wildlife species and habitats, regional restoration opportunities, conservation of wildlife resources on public lands, developing science-based strategies for wildlife conservation, coordinating wildlife-related environmental education, among other activities.

Eligibility Requirements
Eligible applicants include state governments, county governments, city or township governments, special district governments, independent school districts, public and State controlled institutions of higher education, Native American tribal governments (Federally recognized), public housing authorities/Indian housing authorities, Native American tribal organizations (other than Federally recognized tribal governments), nonprofits having a 501(c)(3) status with the IRS (other than institutions of higher education), nonprofits without 501(c)(3) status with the IRS (other than institutions of higher education), private institutions of higher education. Individuals and For-Profit Organizations are ineligible to apply for awards under this NOFO.

Period of Performance
Projects cannot be funded for more than a five-year period. Projects funded through this NOFO will start upon issuance of a notice of award by the BLM Grants Management Officer executed through GrantSolutions. Agreement terms for funded projects are estimated to range between one and no more than five years.

Individuals and For-Profit Organizations are ineligible to apply for awards under this NOFO.This program NOFO does not support entities hiring interns or crews under the Public Lands Corps Act of 1993. The Public Lands Corps Act of 1993, 16 USC, Chapter 37, Subchapter II-Public Lands Corps, is the only legislative authority that allows BLM to "hire" interns under this authority. Therefore, eligible Youth Conservation Corps may only apply for projects developed under NOFO 15.243 – BLM Youth Conservation Opportunities on Public Lands. CESUs are partnerships with a purpose to promote, conduct, and provide research, studies, assessments, monitoring, technical assistance, and educational services. If a cooperative agreement is awarded to a CESU partner under a formally negotiated Master CESU agreement which is consistent with the CESU purpose, indirect costs are limited to a rate of no-more-than 17.5 percent of the indirect cost base recognized in the partner's Federal Agency-approved Negotiated Indirect Cost Rate Agreement (NICRA). Applicant’s should specify if their proposal furthers the purpose of the CESU program, and if so which CESU Network should be considered as host.
