This program funds capital projects on the Northeast Corridor that reduce the state of good repair backlog, improve performance, or expand or establish new intercity passenger rail service.
Background
The Federal Railroad Administration (FRA), Department of Transportation, is offering the FY24 Federal-State Partnership for Intercity Passenger Rail Grant Program for projects located on the Northeast Corridor (NEC). The purpose of the program is to reduce the State of Good Repair backlog, improve performance, or expand or establish new intercity passenger rail service.

Grant Details
The FSP Program provides a Federal funding opportunity to improve American passenger rail assets by funding projects that reduce the State of Good Repair backlog, improve performance, or expand or establish new intercity passenger rail service. The FSP Program is authorized in Sections 22106 and 22307 of the IIJA, codified at 49 U.S.C. 24911. The law requires FRA to make selections for FSP Program funds consistent with the Northeast Corridor Project Inventory (NEC Project Inventory). Applications for funding under this solicitation are due no later than 11:59 p.m. Eastern Time, July 15, 2024.

Eligibility Requirements
Eligible applicants include States (including the District of Columbia), groups of States, Interstate Compacts, public agencies or publicly chartered authorities established by one or more States, political subdivisions of a State, Amtrak, Federally recognized Indian Tribes, and any combination of these entities. Applicants must identify the source(s) of their non-Federal share and must clearly and distinctly reflect these funds as part of the Total Project Cost. The Federal share of total costs for FSP projects funded under this notice shall not exceed 80 percent.

Period of Performance
The period of performance for the contract will be based on individual project timelines and will be determined upon award.

The total funding available for awards under this NOFO is $2,034,420,932.

Projects located on the Northeast Corridor are eligible for funding under this notice.
