Description

FY24 Bureau of Land Management Wild Horse and Burro Resource Management - Off Range
Background
The Bureau of Land Management (BLM) manages and protects wild horses and burros on 26.9 million acres of public lands across ten western states as part of its mission to administer public lands for multiple uses. The BLM created the Wild Horse and Burro Program to implement the Wild Free-Roaming Horses and Burros Act of 1971, with the goal of managing healthy wild horses and burros on healthy public rangelands. The program consists of two main branches: on-range management of wild horses and burros, and off-range management and care of wild horses and burros.

Grant Details
The grant opportunity focuses on off-range management activities, including training, private care events (adoptions/sales), compliance inspections of adopted animals, educational/outreach events, and monitoring efforts to ensure compliance with agency requirements in the areas of off-range holding and private care placement. The BLM may provide support such as NEPA documents, law enforcement support, required training, transportation of animals, veterinary care, and other inputs as required to advance project objectives. Recipients may be responsible for temporary facilities to care for animals, labor for construction, transportation of animals and staff, and other inputs as required to advance project objectives.

Eligibility Requirements
Eligible applicants include state governments, county governments, city or township governments, special district governments, independent school districts, public and state controlled institutions of higher education, Native American tribal governments (Federally recognized), public housing authorities/Indian housing authorities, Native American tribal organizations (other than Federally recognized tribal governments), nonprofits having a 501(c)(3) status with the IRS (other than institutions of higher education), non-profits without 501(c)(3) status with the IRS (other than institutions of higher education), and private institutions of higher education. Individuals and for-profit organizations are ineligible to apply for awards under this NOFO.

Period of Performance
Projects funded through this NOFO will start upon issuance of a notice of award by the BLM Grants Management Officer executed through GrantSolutions. Agreement terms for funded projects are estimated to range between one and no more than five years.

Individuals and For-Profit Organizations are ineligible to apply for awards under this NOFO.This program NOFO does not support entities hiring interns or crews under the Public Lands Corps Act of 1993. The Public Lands Corps Act of 1993, 16 USC, Chapter 37, Subchapter II-Public Lands Corps, is the only legislative authority that allows BLM to "hire" interns under this authority. Therefore, eligible Youth Conservation Corps may only apply for projects developed under NOFO 15.243 – BLM Youth Conservation Opportunities on Public Lands. CESUs are partnerships with a purpose to promote, conduct, and provide research, studies, assessments, monitoring, technical assistance, and educational services. If a cooperative agreement is awarded to a CESU partner under a formally negotiated Master CESU agreement which is consistent with the CESU purpose, indirect costs are limited to a rate of no-more-than 17.5 percent of the indirect cost base recognized in the partner's Federal Agency-approved Negotiated Indirect Cost Rate Agreement (NICRA). Applicant’s should specify if their proposal furthers the purpose of the CESU program, and if so which CESU Network should be considered as host.
