Background
The Bureau of Land Management Oregon/Washington (ORWA) Secure Rural Schools Title II grant opportunity is issued under the Secure Rural Schools and Community Self Determination Act of 2000, Public Law 106-393 (16 U.S.C. 500) as amended by the Infrastructure Investment and Jobs Act (Public Law 117-58). Furthermore, it should detail the scalability of the project and proposed methods of accomplishment including contracting options and estimated completion date. The proposal should also provide information on cooperative relationships between federal land users and managing agencies to be improved by the project as well as how the project benefits the community. It should demonstrate how the project benefits O&C or Coos Bay Wagon Road or National Forest lands/resources along with target species benefited if applicable. Additionally, it should provide the status of project planning including NEPA completion status and other relevant permits obtained. A monitoring plan detailing methods and measures of evaluation for ecological conditions and local employment/training opportunities is also required. Finally, the proposal should list supporting documents for the application along with key personnel responsible for the success of the project.

Eligibility Requirements
All nonfederal applicants must submit their project proposals through the Grants.gov portal and comply with all deadlines and requirements of the Secure Rural Schools Title II Funding Opportunity Announcement. Internal BLM projects must be submitted through SRS Title II SharePoint by the same due date.
