FY23 Bureau of Land Management Headquarters (HQ) National Landscape Conservation System- Management Studies Support Program
Background
The Bureau of Land Management (BLM) is responsible for managing public lands for multiple uses and sustained yield of resources, including conservation. The BLM manages approximately 35 million acres of land recognized for outstanding conservation values as designated for special management by acts of Congress or Presidential Proclamations. The goal is to conserve, protect, and restore these important landscapes and their outstanding cultural, ecological, and scientific values.

Grant Details
The National Conservation Lands program financially supports studies aimed at increasing understanding of the resources present on BLM lands and the effectiveness of BLM’s resource management decisions. The program seeks to develop and maintain strong partnerships with State, local, university, tribal, and non-profit stakeholders in shared conservation stewardship by engaging partners in conducting management-focused research on the National Conservation Lands. Projects will be awarded under specific legislative authority that pertains to that particular project.

Eligibility Requirements
Eligible applicants include state governments, county governments, city or township governments, special district governments, independent school districts, public and State controlled institutions of higher education, Native American tribal governments (Federally recognized), public housing authorities/Indian housing authorities, Native American tribal organizations (other than Federally recognized tribal governments), nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, and nonprofits without 501(c)(3) status with the IRS, other than institutions of higher education. Individuals and For-Profit Organizations are ineligible to apply for awards under this NOFO.

Period of Performance
Projects funded through this NOFO will start upon issuance of a notice of award by the BLM Grants Management Officer (GMO) executed through GrantSolutions. Agreement terms for funded projects are estimated to range between one and no more than five years.

Estimated Total Funding: $350,000; Maximum Award: $40,000; Minimum Award: $5,000

Place of Performance
Projects must assist BLM in meeting priorities including tackling climate change and advancing racial equity and civil rights as well as conserving and restoring lands and waters. The actual number of awards will depend on the number of meritorious applications and the availability of appropriated funds.

Additional Info
Individuals and For-Profit Organizations are ineligible to apply for awards under this NOFO. This program NOFO does not support entities hiring interns or crews under the Public Lands Corps Act of 1993. The Public Lands Corps Act of 1993, 16 USC, Chapter 37, Subchapter II-Public Lands Corps, is the only legislative authority that allows BLM to "hire" interns under this authority. Therefore, eligible Youth Conservation Corps may only apply for projects developed under NOFO 15.243 – BLM Youth Conservation Opportunities on Public Lands.
